The City of Tybee Island is seeking proposals from qualified consultants to develop a Local Historic District (LHD) for the Fort Screven National Register Historic District (NRHD) and the North Campbell Neighborhood (NCN). The project will be financed in part with funds from the National Park Service, through a 2024 Historic Preservation Fund Grant, administered by the Georgia Historic Preservation Division (HPD). Project Overview: The development and proposed nomination for designation of a LHD for the Fort Screven NRHD and the NCN aims to provide long term protection for the historical significance, architecture and character of these areas, and educate the community and local government officials on the benefits of historic preservation and historic districts. The project will be executed in five phases: a local historic resources inventory update, developmental history, preparation of nomination documentation, education and public engagement, and the nomination of the local historic district for designation by the Tybee Island City Council. Project Area: The project will take place on Tybee Island within the designated Fort Screven National Register Historic District (NRHD) and the area defined in 1919 as the Campbell Subdivision, Fort Screven, Georgia (now called the North Campbell Neighborhood or NCN). The Fort Screven NRHD encompasses 205 acres along the island's northern tip, containing the former coastal defense installations established by the U.S. Army Corps of Engineers in 1897, expanded through 1946, and the Tybee Light Station complex, built in 1867. The boundaries of the Fort Screven NRHD, as defined in the 1982 National Listing, are at the northern end of Tybee Island, northeast of the historic Fort Screven Reservation Limit, which follows Tilton Avenue, Butler/Van Horn/Railroad (now Solomon Avenue) and Alger Avenue. The North Campbell Neighborhood is adjacent to Fort Screven at Gate No. 1. Its boundaries are North Campbell Avenue to the west, Solomon Avenue to the north, Logan Street to the south, and marshlands to the east. See EXHIBIT A for maps of the Fort Screven NRHD and the NCN. METHOD OF AWARD: If the City of Tybee Island awards a contract as a result of this RFP, it will be awarded to the responsible proposer deemed able to provide the best value for the City. The award will be based on price among other factors as specified in this RFP. The City reserves the right to select the proposer which best meets the City's goals and objectives, needs, budget constraints, and quality levels, as well as its educational and service level expectations. The City reserves the right to award a contract to one or multiple vendors, and for one or all specifications. The city will not agree to any proposal or contract that will limit the contractor's obligation to pay only up to the amount of the fee to be charged. The City of Tybee Island reserves the right to reject any or all proposals.
