The CSF is issuing this Request for Prequalification ("RFQ") to create a List of Qualified General Contractors (Shortlist") for two (2) new-build school projects in Pemberton, BC, and Burnaby, BC. This prequalification process aims to identify firms capable of undertaking these construction projects. Each school project will be tendered separately through individual tender calls. The Projects are: 1. A new K-12 school in Pemberton, BC located at 7371 Highway 99 (Ecole la Vallee (Pemberton) 2. A new elementary school in Burnaby, BC located at 7231 Frances Street (Ecole elementaire (Burnaby) Ecole Pemberton: Ecole La Vallee will offer education in French for students from kindergarten to Grade 12 with its own dedicated school. The CSF currently operates an elementary school in Pemberton, Ecole La Vallee, from a leased space at Signal Hill Elementary School, located at 1410 Portage Rd. In 2023, the CSF received approval for the development of a new school in Pemberton, designed to accommodate students from kindergarten to 12th grade. The school will create 220 new student seats, with the flexibility to add as many 150 new seats in the future. This project has been eagerly anticipated for many years by the Pemberton francophone community, and brings significant benefits to the community, including a daycare, and spaces that are shared with the community after hours such as the gymnasium, the multipurpose room, the playfield and others. The new development is located at 7371 99 HWY Pemberton, BC. The building consists of a two-storey school with the main floor entry at grade. The total floor area of the new school will be 4100 sq.m. The gymnasium and the multipurpose room would comprise a single-story double-height portion of the building while educational spaces, administration, and childcare space would be organized within a 2-storey massing. The project will also include a French-language child care while providing a convenient drop-off location for parents who also have school-aged children. The school building also includes a number of spaces shared with the community which will help bring francophone families together for recreational classes and events. The hard construction budget is expected to be around $45,000,000, including offsite and daycare construction costs, but excluding Owner supplied equipment and risk reserves. Ecole Burnaby: The CSF is planning the construction of a new elementary school on the land of the former Duthie-Union Elementary school in Burnaby. Recognizing the need to offer a substantively equivalent educational experience for students, the CSF identified the necessity for a new elementary school in Burnaby, a project already approved by the Ministry of Education and Child Care (ECC). The aim is to create a learning environment that addresses the needs of the community and ensures that students have access to quality French-first language elementary education in Burnaby and surrounding communities. The school will create 360 new student seats, with the flexibility to add as many 125 new seats in the future. This project has been eagerly anticipated for many years by the Pemberton francophone community, and brings significant benefits to the community, including a daycare, and spaces that are shared with the community after hours such as the gymnasium, the multipurpose room, the playfield and others. The school project is currently in the design phase, with construction documents in preparation. The school site was previously improved with an old school building which was demolished in summer 2024, delivering a clear site for the project's construction. Some backfilling and leveling/grading will be required by the Successful General Contractor for the area where the building was demolished. The school building generally consists of a three-storey steel structure with the main floor entry at grade. The gymnasium and the multipurpose room would comprise a single-story double-height portion of the building while childcare space would be organized within a 2-storey massing. The total floor area of the new school will be 3970 sq.m. The hard construction budget is expected to be around $30,000,000, including offsite and daycare construction costs, but excluding Owner supplied equipment and risk reserves.
