Beginning immediately, the Borough of Palo Alto, Port Carbon, and Mechanicsville will be receiving sealed bids for the following: Inter-municipal Trash, Garbage, and Recycling Collection and Disposal Services. This is an inter-municipal bid involving three municipalities. Contractors submitting bids are cautioned to utilize due diligence and closely review the separate bid specifications in that said specifications for the Borough of Palo Alto, Borough of Port Carbon, and Borough of Mechanicsville differ. Contractors submitting bids are also cautioned to closely review bid specifications in that the contractor shall separately bill the Borough of Palo Alto, the Borough of Port Carbon, and the Borough of Mechanicsville for its services. Each bid must be accompanied by Bid Security made payable to each municipality in an amount of ten percent (10%) of the Bid price for that municipality and in the form of a certified or bank check or a Bid Bond. This means each bid must be accompanied by three (3) bid bonds: one for Palo Alto, one for Port Carbon, and one for Mechanicsville. Each bid shall be accompanied by a Certificate of Non-Collusion and all other documents identified in the bid specifications. A Performance Bond will be required from the successful bidder in the full amount of the annual contract price. All bids must remain valid for at least sixty (60) days following the bid opening. The successful bidder shall be required to enter into a written contract with each municipality and shall also give each of them a bond with an approved surety company authorized to do business in the Commonwealth of Pennsylvania in the amount of 100% of the total contract price in each municipality. The Boroughs of Palo Alto, Port Carbon, and Mechanicsville reserve the right to waive any irregularities in any Bid, to reject any and all bids, and to accept the bid which it determines is in the best interests of their municipalities.
