Clifton Board of Education will be receiving sealed bids for the Renovations at Clifton Stadium. No bid may be withdrawn for a period of sixty (60) days from the opening of the bids. Bid Documents have been prepared by Di Cara Rubino with an office located at 35 Waterview Boulevard, Suite 303, Parsippany, NJ 07054, telephone number (973)256-0202, email: rwatkins@dicararubino.com. Any contractor submitting a bid must be listed on the official bidders list. Any bid received from a contractor that is not a listed plan holder will be rejected. No documents shall be mailed, via US mail or overnight mail. Each bid must be accompanied by a certified check, cashier's check or bid bond from a surety company licensed to do business in New Jersey, in the amount of ten percent (10%) of the base bid submitted, but not in excess of $20,000.00, made payable to the Clifton Board of Education. All bidders and their subcontractors shall be registered with the New Jersey Department of Labor, pursuant to the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. While it is encouraged that the Bidder include, whenever possible, with its bid its own Certificate and that of all subcontractors, same shall be provided to the Clifton Board of Education prior to contract award or authorization. Pursuant to N.J.S.A. 52:32-44, the Clifton Board of Education is prohibited from entering into a contract with an entity unless the bidder and each subcontractor that is required to be named in the bid has a valid New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue. While it is encouraged that the Bidder include, whenever possible, with its bid its own Business Registration Certificate and that of all subcontractors, same shall be provided to the Clifton Board of Education prior to contract award or authorization. Bidders are required to comply with the requirements of N.J.S.A. 10:2-1 et seq., "The Law Against Discrimination" and Affirmative Action, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. No bidder who is on the State Treasurer's or the Federal Government's List of Debarred, Suspended or Disqualified Bidders shall be eligible to bid on this project. The Clifton Board of Education reserves the right to reject all bids pursuant to N.J.S.A. 18A:18A-22, those deemed to be non-responsive, and those bids submitted by bidders deemed not to be responsible under the Public School Contracts Law. The Clifton Board of Education may also waive minor informalities in the bidding process in accordance with the law if it is in the best interest of the Board of Education. The contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements in accordance with applicable law. No bid shall be deemed accepted until the adoption of a formal resolution by the Clifton Board of Education.
