This Request for Proposal (the "RFP") is issued by the Osceola County Land Bank Authority (the "OCLBA"). The OCLBA is the sole point of contact with regards to all bidding and contractual matters relating to the services described in this RFP. The OCLBA is the only office authorized to change, modify, amend, alter, clarify, etc. the specifications, terms and conditions of this RFP and any contract(s) awarded as a result of this RFP (the "Contract"). The OCLBA will remain the SOLE POINT OF CONTACT throughout the bidding process. Purpose and Background Statement Osceola County is the owner of a (1) property located at 410 West Upton Ave. Ree d City Michigan. The property is a commercial property in poor condition and will be demolished and removed from the site. Properties and Legal Descriptions: 410 West Upton Ave Ree d City Michigan 49677 Property ID Number: 67-52-135-015-00 The OCLBA is seeking firms to perform environmental services in support of this project. The scope of work will include environmental testing activities. A full outline the project is included as part of the Scope of Work section to follow. Scope of Work This RFP is open to all environmental professionals that are capable and qualified to meet the objectives and requirements described in this document. Respondent must be in good standing with the State of Michigan and have all required licenses and certifications for which they are responding and provide documentation of same. Respondent(s)s must supply documentation supporting their qualifications for evaluation. The provider(s) selected to perform this work will be tasked with providing a range of services related to Environmental Services. These tasks may include: Environmental Services Those submitting proposals are asked to provide pricing ranges for environmental services anticipated to be part of the blight elimination projects outlined in this RFP. These should include: Phase I ESA Phase 1 Environmental Site Assessment: Site History Review: Examination of historical records and land use. Site Inspection: Visual inspection of the property to identify potential environmental concerns. Interviews: Discussions with property owners, occupants, and local government. Report Preparation: Comprehensive report detailing findings, including potential environmental issues. Phase II ESA Phase 2 Environmental Site Assessment: Sampling and Analysis: Collection of soil, groundwater, and/or building materials samples for laboratory analysis. Risk Evaluation: Assessment of contamination levels and potential risks to human health and the environment. Report Preparation: Detailed report with analysis results, risk assessments, and recommendations for remediation if necessary. To be considered, each Respondent must submit a COMPLETE submission in response to this RFP using the format specified. Respondent's submission must be submitted in the format outlined below. There should be no attachments, enclosures, or exhibits other than those required in the RFP or considered by the Respondent to be essential to a complete understanding of the submission. Reservation of OCLBA Discretion Notwithstanding any other statement in this RFP, the OCLBA reserves the right to: 1) Reject any and all submissions; 2) Waive any errors or irregularities in the bidding process or in any submission; 3) Rebid the project; 4) Negotiate with any Respondent(s) for a reduced price, or for an increased price to include any alternates that the Respondent(s) may propose; 5) Revise or reduce the scope of the project, and rebid or negotiate with any Respondent(s) regarding the revised project; 6) Defer or abandon the project; 7) Amend or revise the RFP; and/or 8) Request clarification of information submitted and to request additional information. The method of Contractor Selection has not been Determined at this time.
