The bidder must also submit with their proposal a satisfactory certified or cashier's check certified by a responsible bank, cash, or bidder's bond on the City's bond form in favor of the City of Westminster, executed by an admitted surety insurer authorized to issue such bonds in the State of California and secured through an authorized agent with an office in California, subject to approval of the City Attorney, in an amount equal to at least 10% of the amount bid. At the time the bid is submitted, the Contractor shall possess a valid Class A or C Contractor's License. The City of Westminster reserves the right to accept or reject any bids presented, to waive any irregularity and informality in the bids and bid process, and to retain all bids and guarantees for a period of sixty (60) days for examination and comparison, all as specified in the contract documents.
