Live Oak County ("Owner") proposes to repair and renovate the existing main building (Coliseum) at the Live Oak County Fair Grounds & Coliseum facility located at 3499 US-281 GEORGE WEST, TX 78022 using a Competitive Sealed Proposal (CSP) bid process resulting in a Construction Contract based on BEST VALUE between Live Oak County and the success 1st ranked Best Value Contractor. The overall Project will include replacement of exterior hollow metal doors and hardware, new vestibule doors and hardware and wall/ceiling finishes, concrete floor leveling, concrete entrance porch area, painting and repairing existing interior walls, painting interior metal building structural frame and roof purlins. Additive Bid Alternate #1 includes replacing existing concession area counter tops, painting existing cabinets, installing new ceiling and lighting, renovating concession area openings at counters. Additive Bid Alternate #2 includes weatherproofing the exterior walls of the Storage 104 area, and installing minimum 4-1/2" closed cell spray foam insulation on the exterior walls and underside of the existing roof. Contracted General Contractor will coordinate construction of the repairs and renovations during working hours while maintaining the security and watertightness of the facility on a daily basis. Live Oak County is requesting competitive sealed bid proposals from qualified General Contractors. Live Oak County anticipates Contractor will require a 10-week construction material procurement and installation timeframe to complete the Work. There are events scheduled to occur in the facility during the construction period (primarily on weekends) and must be accommodated by the General Contractor selected by the County. Building cannot be left unsecured or the exterior wall not being weather proof over-night or over-weekends. This building will remain in continuous use during the repair-renovation period. Bid Proposals and supporting documents are to be submitted in accordance with this Bid Proposal Request. Project Bids subject to ARPA (American Rescue Plan Act) provisions and requirements. All Proposals shall be evaluated and the Construction Contract awarded to the Best Value Contractor (combination of price and qualifications) as selected by Live Oak County. Renovations to the Live Oak County Coliseum is anticipated to start on or about October 21, 2024 and shall be completed on or before December 20, 2024 (approximately 60 calendar day construction period anticipated from NTP). Contractor's Proposed Construction Time will be considered as a factor in the selection of the successful General Contractor for this project. The Total Estimated Project Budget (including ALL Add Alternates) equals $125,000.00. Bid submission info : All documents required to be submitted asset forth in the Instructions to Offerors shall be enclosed in a sealed, opaque envelope. ENVELOPES MUST BE MARKED: - Sealed Bid Proposal - LIVE OAK COUNTY COLISEUM RENOVATIONS ATTENTION: County Auditor - 3 rd Floor Live Oak County Courthouse. The selected General Contractor shall enter into a written Construction Contract with Live Oak County on the terms stated in the Proposal Documents anticipated no later than October 16, 2024, as evidenced by the 1) unconditional execution and delivery of such Construction Contract, 2) required payment and performance bonds, 3) required evidence of insurance, and 4) other Contract submittals as required by the Proposal Documents. Should the selected General Contractor fail or refuse to enter into such Construction Contract or furnish such bonds or evidence of insurance within the timeframe stated above, Live Oak County will begin negotiations with the 2 nd ranked Contractor. Should the 2 nd ranked Contractor fail to enter into a Construction Contract with Live Oak County, all Bid Proposals will be rejected by Live Oak County without the acceptance of any Bid Proposal. If this occurs, the project will be re-bid in the future.
