The request for proposal is regarding the Downtown Lowville Stabilization project that will support the renovation of the vacant building known as the Steven's Block, located at 7623 North State Street, Lowville. Lewis County, as the grant recipient, will leverage New York Main Street (NYMS) funds to complete repairs to the facade, abatement of hazardous materials and asbestos on the 2nd and 3rd floors and roof, and roof replacement resulting from the abatement. The funding will also be used for the purchase and installation of an elevator to create a multi-use commercial space for 8 residential units. This RFP is relative to Phase 1 of this project in which Lewis County is seeking proposals for masonry expertise to preserve and stabilize this brick block building. The project will secure and stabilize the brick which is in danger of dislodging and destabilizing the structure during this project. By immediate repointing approximately 3,750 sq. ft paired with other tasks , the historic structure. can be stabilized to continue the proposed project 1.2 Scope of Work The request for quotes is regarding the Downtown Lowville Stabilization project that will support the renovation of the vacant building known as the Steven's Block, located at 7623 North State Street, Lowville, with immediate stabilization of the brick structure in order to continue the project safely. This quote request is relative to Phase 1 of this project in which Lewis County is seeking quotes for masonry expertise to preserve and stabilize this brick block building immediately Masonry: The project will include but is not limited to the following brick facade restoration tasks: Repair and/or rebuild existing brick masonry (8" thick wall) where deteriorated, broken, or loosened. Repair/rebuild is necessary at NW and NE corbeled corners, and parapet at the North, East, and West elevations. Repoint entire brick facade using Type N (Portland-lime) mortar (1:1:6 mix). Match existing mortar color and profile. Type O mortar may be accepted subject to approval. Replace vertical expansion joint between Steven's Block building and Dollar General, use backer rod and silicone sealant. Utilize 1/4"x8" SS helical masonry anchors and horizontal joint reinforcing for stabilizing brick at various critically deteriorated areas (parapet, corbels, windows). Clean the storefront masonry; remove all existing paint with low pressure wash and rinse Clean the entire masonry facade after all other work is complete, with low pressure wash and rinse; utilize diluted muriatic acid or equivalent masonry cleaning solution. Provide non-shrink grout or similar cementitious fill in all six (6) unlined brick chimneys. Repair and/or replace cracked or broken limestone water table segments as needed. Repair/patch cracked or broken brownstone windowsills, as needed. Location: 7623 North State Street, Lowville, NY 13367
