Description: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, to provide and install complete systems for Closed Circuit Television Cameras, and FIPS compliant Access Control. Time is a factor for this PWS once awarded. The primary element of the project will be Access control followed by CCTV. Concurrently or individually started and completed by 15 Sept 2024 and 15 Jan 2025 respectively. The Equipment and Material Manufacturers are static. Based on availability (GSA) before other suppliers. 1.1.1 Objective: Provide the New York Army National Guard Troy Glenmore Vehicle Maintenance Shop (VMS) located at 137 Glenmore Rd, Troy NY 12180 with National Guard approved CCTV and Access Control System. These systems will be integrated and together form a layered security to protect NYARNG employees and property. This is a new facility that will need to be outfitted from the start to protect the assets and property. 1.2 Approved Equipment List provided in Attachment A; contractor is to build the systems to be compatible as well as only use the approved items listed. Active component deviation is not authorized, and the contractor will be removed from consideration if active components proposed are not those included in Attachment A. Failure to install systems as designed, in accordance with Attachment A, will result in the contractor being required to make the requisite corrections at their cost. For all other non-active components, they must still remain in compliance with US Government procurement policy and meet COO, NDAA & TAA compliance The New York Army National Guard has a requirement for the instillation of ESS security products in Troy NY. A description of the products and services are in the PWS which is incorporated in the included RFQ. Award will be made based on price and other factors as shown below. All pricing must be provided for, this requirement will not be split. If something left blank quotes will not be considered. Pricing must include all cost for installation, the PWS does not breakdown each item, but gives the minimum specifications required. Other factors-Each factor will be evaluated as Acceptable or Unacceptable: 1- Provide a Capability statement that; CAGE/DUNS; Companies Core competency, When the quote expires. 2- Availability of items in order to meet all installation dates. 3- Special Qualifications: The contractor shall ensure all employees possess all required certification, and licenses for climbing roof, installing Electronic Security equipment, operating electronics, operating test equipment, and utilizing safety equipment in the performance of this contract The agency will first evaluate price, and then evaluate the apparent lowest-price proposal for acceptability under the three factors listed above. All three factors above shall be considered acceptable for award to be made. If the lowest-price offeror is evaluated as unacceptable, the agency will then consider the acceptability of the next lowest price offer, continuing this process as necessary.
