Janitorial services for Wakefield Resource Center building located at 7414 Doyle Springs Rd, Little Rock, AR 72209. Scope of Services a) Goal i) The City of Little Rock is seeking a supplier to provide janitorial services to assist in the upkeep and sanitation of the Wakefield Neighborhood Resource Center. b) Terms of Award i) This bid solicitation shall result in a one (1) time award. ii) The bid shall be awarded, on an all or none basis, to the lowest responsive/responsible and qualified bidder who meets all specified requirements. iii) The City has the right to award or not award a contract, when in the best interest of the City to do so. iv) Pricing must remain intact for the duration of the contract. Any change in contract rate will be subject to notice from the successful bidder to the City within a reasonable time frame prior to each annual renewal date. v) The vendor must obtain and maintain a minimum of $1,000,000 general liability insurance prior to the final award on this project. vi) The vendor must obtain and maintain at a minimum the state required worker's compensation coverage prior to the final award on this project. vii) City of Little Rock Business License Requirements (1) The City of Little Rock Treasury Management Division will determine validity of all business licenses. (2) If a business has a physical location in Little Rock, they are required to have a business license for each location. (3) If a business is based in another city in Arkansas, that city has jurisdiction over the business. If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license. (4) If the business is an out-of-state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another city in Arkansas, in which case we will honor that license. (5) Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock. (6) An out of state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out of state company wins a bid from the city, they would only be required to obtain a business license if they set up a permanent location in the city limits of Little Rock for the duration of the project. (7) A Non-Profit Organization is exempt from having to obtain a business license. c) Products and/or Services Requested i) Janitorial services for the Wakefield Neighborhood Resource Center at approximately 2400 square feet. d) Outcomes Requested and Desired i) Vendor to provide services within the agreed work schedule. ii) Vendor to provide services in accordance with Occupational Safety and Health Administration regulations and standards. iii) Vendor provides services with fidelity and attention to detail to maintain a healthy and sanitized environment. e) Minimum Qualifications i) The vendor certifies that it has not, within two years preceding a resulting contract, had one or more public transactions (federal, state, or local) terminated for cause or default. ii) f) The vendor must provide a personnel roster with date of birth, social security number, and contact information. Minimum Requirements i) ii) By Resolution Number 14,896, any products and/or services provided to the City must prohibit the use of Expanded Polystyrene (EPS) Foam (commonly referred to by the brand name "Styrofoam"). 1. The non-mandatory walk-through of the building will take place on 9/18 /2024 at 9:00 AM at 7414 Doyle Springs Rd., Little Rock, AR 72209. Each bidder may take a self-directed tour of the facility during hours of operation. Note: By submitting a bid, the bidder acknowledges that he or she is familiar with the site and the scope of work prior to submitting a bid. Failure of bidder to be familiar with the facility does not relieve the vendor of the responsibility for completion of all service requirements. The vendor must provide documentation for all janitorial staff with background and security clearance from the Arkansas State Police. iii) The City of Little Rock will not cover any cost associated with obtaining clearance. iv) The vendor must provide weekly services on Friday between 9 am and 4 pm. Should the City close on Friday during the weeks when the ten (10) holidays are observed, the vendor will provide cleaning services on Thursday the same week between 9 am and 4 pm. The holidays observed are: (1) New Year's Day (2) Martin Luther King, Jr. Day (3) President's Day (4) Memorial Day (5) Juneteenth (6) Independence Day (7) Labor Day (8) Veteran's Day (9) Thanksgiving (10) Christmas v) The vendor shall provide all supplies for cleaning services. vi) The vendor shall provide additional deep-cleaning services as identified by authorized staff. vii) The vendor shall provide on-site supervision for all personnel. viii) The vendor shall maintain integrity and preserve confidentiality of any information personnel may encounter while providing services. ix) The vendor shall not access or remove any files, employee personal items, or equipment while providing services. x) The vendor shall not subcontract work out to other companies. xi) The vendor must service all areas specified below: (1) 6 Offices (2) 2 Large Workspace Room (3) Kitchenette (4) 3 Bathrooms (5) 3 Entrance areas
