Bidders shall submit with their bid a certified check on a solvent bank or a bid bond issued by a satisfactory surety company licensed to do business in the State of Missouri in the amount of five percent (5.0%) of the total amount of their base bid. Said guarantee shall be made payable to the City of Peculiar, Missouri. The successful bidder shall at the time of the execution of the Contract furnish separate performance and payment bonds in a sum equal to the Contract price payable to the City of Peculiar, Missouri, and shall be considered Contract Security. The City reserves the right to award the contract to the lowest and best, responsive and responsible bidder(s) for the work covered by the bid and to reject any or all bids and to waive irregularities and informalities in any bid submitted. No award is final until formally approved by the Board of Alderman. A new headworks building and association connecting piping are planned at the Peculiar, Missouri wastewater treatment plant (WWTP). The work consists of the following: Site work, material, equipment, and labor associated with furnishing and installing the following: site improvements including site grading, gravel drive; installation of new Headworks structure including screening equipment, wash press, grit removal basin, grit classifying equipment, and all associated piping, valves, fittings, conduit, wiring, controls, and connection to existing SCADA system as necessary to complete the work; aeration basin flow splitter improvements; installation of a new gray water pump station over an existing manhole on existing effluent piping and waterline connections; additive alternatives as shown in the drawings; erosion control; surface restoration; and all other appurtenances necessary for a complete and properly operating Headworks system.
