1. Funding: A single firm fixed-price contract will be made under this solicitation, as funds are presently available. The Government reserves the right to cancel this solicitation / Request for Proposal (RFP) before the closing date. 2. Proposal Acceptance Period/Date: The proposal acceptance period shall extend one hundred twenty (120) days past the RFP closing date. 3. RFP Deadline: September 19, , at 2:00pm MDT. The Contracting Officer expects prospective contractors to provide their proposal via e-mail to Krisanne.Dernago@bie.edu 4. Questions and Answers: Any questions relating to this solicitation shall be submitted to the following individuals: Contract Specialist (CS), Contracting Officer (CO) and Contracting Officer's Representative (COR) no later than September 18, , at 1:00pm MDT. Any questions sent shall be submitted on the Questions and Answers Log attached to this RFP. 5. On-site Access: A list of personnel, with all pertinent information, to include, name, phone number, e-mail, and contractor name, shall be submitted to the CS, CO, and COR. A Site Visit for this requirement is scheduled to occur on September 16, , at 9:00am MDT at the Cottonwood Day School, Chinle, AZ. Please email the CS of your intent to participate in the site visit meeting NLT one day prior to the site visit. 6. Wage Determination: Wages for all contractors and subcontractors must comply with Davis Bacon Wage Determinations. The current determination is #AZ0022 dated 01-12-; See attachment- Wage Determination. Be advised the determination that is current at the time of the Purchase Order awarded is the determination that will apply for the project. Current determinations are always available at: https://sam.gov/. 7.Notice to Proceed (NTP): A NTP will be issued after the kickoff/Pre-Construction meeting, Receipt of Bonding and Valid Background Screening. 8.Period of Performance: Sixty (60) Calendar Days from the notice to proceed (NTP) 9.In accordance with FAR Part 63.204 -Disclosure of the Magnitude of Construction Projects, the estimated price range is between $100,000.00 - $250,000.00. 10.Special attention is called to FAR Clause 52.236-7, Permits and Responsibilities and FAR Clause 52.229-3, Federal, State, and Local Taxes. Offerors are responsible for contacting the tax authorities and tribe or tribal organization involved with regard to any requirements regarding state taxes, tribal taxes, royalties and/or other applicable tribal laws or ordinances. Any costs associated with this section shall be included in the contractor's firm fixed price proposal. Contractor is responsible for contacting the appropriate TERO and/or appropriate Tribal Taxation Authority office for coordination and approvals. Please refer to Section H and the applicable clauses for additional information about these requirements. The contractor shall furnish materials needed to complete the Roof Replacement requirement for the Cottonwood Day School. Contractor shall not work on holidays and will only work on business hours, Monday thru Friday between 9:00 am and 4:00 pm. Due to inclement weather project can be proponed. The Government is requesting two separate prices, one for the removal of existing roof and one for laying over existing roof. o Option One: Demo/remove existing, single-ply wall flashing, curb flashing and pipe flashing and dispose of accordingly, cut existing roof system in 10' sections. oOption Two: Clear roof top of debris, cut or slice into existing TPO membrane to provide proper air flow per manufacturers specification/recommendation. Cut down old TPO flashing from walls, pipes, curbs as necessary, repair/replace existing gutter and metal drip edge if necessary, install new TPO roof system and fasten per manufacturers specifications. oProvide and install 1-layer of hp protective mat secure with plates and screws over existing roof. oProvide and install Mule hide 60 mil TPO single-ply roofing system mechanically attached with plates and screws. oProvide and install new equipment curb flashings, stack flashing, and scuppers as needed. oBase flashing to go up and over walls under existing coping cap (reuse). oClean up and remove all roofing debris caused by new roof construction. oProvide contractors 1-year warranty and manufactures 20-year NOL. Warranty with wind uplift. All work shall be coordinated with the COR and must be completed within the period of performance during regular working hours, Monday - Friday, 8:00 a.m. to 4:00p.m., as scheduled. 11. A contract is being competed using the Lowest Price Technically Acceptable source selection process described in Section L & M. In accordance with section M, the total price will be evaluated upon reasonableness and completeness. Note, only the lowest price responsive offer will be evaluated for technical acceptability. If the lowest price responsive offer is technically acceptable; award will be made to that offeror and no other offeror will be reviewed for technical acceptability. 12.
