The City of Council Bluffs Housing & Economic Development Division is requesting bids for all work set forth in the plans, specifications, and proposals for the East Manawa Subdivision Overlot Grading project. Major items of work for this project include the following approximate quantities: Excavation 89,070 CY Embankment Construction 584,150 CY Imported Embankment Fill 495,080 CY Temporary Sediment Basin Construction 5 EA Temporary Channel Construction 200 LF Sediment and Erosion Control Prevention and Maintenance Operations 1 LS Temporary Seeding, Class R 92.20 AC Seeding, Class F 2.50 AC The bidder must print, manually sign, and upload as a required response attachment the Past Project Information form and the Title VI & EEO Certificate of Compliance for the bid to be considered complete and valid. A copy of the bid security (certified check, bid bond, or share draft) must be uploaded in the assigned requested attachments area. If a bidder has any questions, or requires a clarification or interpretation of the plans or specifications, or if such bidder is in doubt as to the true meaning of any part of the Contract Documents, bidder should at once notify the Owner, who, with time permitting, will issue a written instruction in the form of an addendum to all prime bidders of record. Every question or request for clarification or interpretation should be submitted through online portal. Such questions or requests should be submitted at least seven (7) days before the date fixed for opening of bids. Incomplete submissions are automatically rejected. The City is not responsible for technical difficulties and will not allow late submissions due to the same. Any bid submitted after the deadline will be automatically rejected. A portion of this project is being funded with federal money. The Contractor or any Subcontractors cannot be a debarred vendor online. The City of Council Bluffs plans to submit a Notice of Intent to the Iowa Department of Natural Resources to be covered under the NPDES General Permit No. 2 "Storm Water Discharge Associated with Industrial Activity for Construction Activities." The storm water discharge will be from "East Manawa Subdivision Overlot Grading, City of Council Bluffs, Iowa, City Project No. CD 25-24" and construction activity located in NW quarter of Section 18, Township 74 North Range 43 West and the NE quarter of Section 13, Township 74 North, Range 44 West of Pottawattamie County. Storm water will be discharged from 3 point sources and will be discharged to the following streams: Drainage Lateral 5 and Mosquito Creek.
