Roadway Excavation & Reconstruction, Select Concrete Curb and Concrete Driveway Apron Replacement, Handicap Ramp Construction, Pavement Markings, Upgrades to Existing Storm Sewer Inlets, Water Main Replacement, & Water Service Replacement EXAMINATION OF CONTRACT DOCUMENTS: Contract Documents may be examined Monday through Thursday, except legal holiday, from 9:00AM to 4:00PM, and on Friday, from 9:00 AM to 12:00 PM, only at the address of the Engineer set forth above. BID SECURITY: Bid Security will be required in an amount of not less than ten percent (10%) of the total Bid amount, but shall not exceed Twenty Thousand Dollars ($20,000.00). The successful bidder must furnish a Performance Bond and Payment Bond, each in an amount equal to 100% of the Contract price. The Bonds or other acceptable surety must be in a form acceptable to the Borough of Wenonah and be issued by a surety company on institution authorized to do business in the State of New Jersey. CONSENT OF SURETY: Certificate from a Surety Company is required indicating consent to be bound as surety and guarantor for performance required under the Contract Documents. CONTRACTOR REGISTRATION: Bidders are required is to submit a certificate from the New Jersey Department of Labor establishing that the bidder is registered pursuant to the Public Works Contractor Registration Act (P.L. 1999, c.238) Bidder are also required to submit current proof of Business Registration and current proof of Business Registration for all named Subcontractors in accordance with P.L. 2004 c.57, as amended. PUBLIC BID OPENING AND READING: Date: October 1, 2024 Time: 10:00 am Place: Borough of Wenonah, Wenonah Municipal Bldg, 1 Southwest Avenue Wenonah, NJ 08090 STATUTORY REQUIREMENTS: Bidders are required to comply with applicable statutory requirements set forth in the Contract Documents including the New Jersey Public Contracts Law, NJSA 40A:11-1, the requirements of P.L. 1975, c. 127(NJAC 17:27) (Affirmative Action) and of P.L. 1963, c. 150 (Prevailing Wage) and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et seq.). The Bidder is further notified that he must comply with P.L. 1977,c.33, and submit a Disclosure Statement listing stockholders with his bid. REJECTION OF BIDS: The Borough of Wenonah reserves the right to consider the bids for sixty (60) days after their receipt and further reserves the right to reject any or all Bids, in whole or in part, as permitted by law. The Borough of Wenonah also reserves the right to waive any Bid defect where such defect is not detrimental to the best interest of Borough of Wenonah and fairness of the bidding process. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Contract Documents. AWARD OF CONTRACT: The Award of Contract shall be made subject to the necessary monies to perform the work being provided by the Borough of Wenonah in a lawful manner. The Contract to be executed by the successful bidder will provide that it shall not become effective until the necessary monies to perform the work have been provided by the Borough of Wenonah in a lawful manner. The Award shall further be subject to the securing of the necessary State, Federal, and Local Permits governing the work. Should the Bidders fail to fully understand any clause, requirement, or portion ofthe Contract Documents, an inquiry for an interpretation by the Engineer must be made in advance ofthe bid submission. In addition, Bidders shall promptly notify the Engineer of any ambiguity, inconsistency, or error which they may have discovered upon examination ofthe Contract Documents or upon examination ofthe site and local conditions. Said inquiries or notices shall be made in writing and shall be received by the Engineer at least ten (10) days prior to the bid opening date, with exception to weekends and holidays. Based upon the scheduled bid opening date of September 24, 2024, the final date for inquiries or notices shall be September 10, 2024.
