estimated cost is roughly $2,000,000. The City of Columbia City intends to construct a 10' wide pedestrian trail from the High School along SR-9 and various local roadways to the existing Blue River Trail at Main Street (SR-9). The work includes, but is not limited to, clearing right of way, asphalt and concrete trail construction, driveway improvements, signage, pedestrian bridge, erosion control, and site restoration as specified in the Contract Documents. All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over the project shall apply to the project throughout. All bids shall be in sealed envelopes bearing the Project title, "Columbia City South Trail, NLT 3-04", and include the name and address of the bidder. Each Bidder is responsible for inspecting the Project site and for reading and being thoroughly familiar with the Contract Documents and Specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid. Each Bid shall be accompanied by a certified check or acceptable bidder's bond made payable to the city, in a sum of not less than five percent (5%) of the total amount of the proposal, which bond will be held by the city as evidence that the bidder will, if awarded a contract or contracts, enter into the same with the city notification to him to do so within fifteen (15) days of said notification. The City of Columbia City, Indiana, reserves the right to reject all bids, waive defects and amend the Project's scope. The Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to construct the project.
