The contractor shall provide all labor, supervision, tools, equipment, material, transportation, incidentals, fees, permits, licenses, and insurance necessary to replace Steam Boilers at USCG BASE Elizabeth City at 1664 Weeksville Rd. Bldg. 87. Elizabeth City, NC 27909. A detailed Statement of Work (SOW) is attached. This procurement is 100% set-aside for Small Businesses using NAICS code of 238220. The small business standard is $19.0M. All eligible responsible sources may submit a quote which shall be considered by the United States Coast Guard, however those submitting quotes that do not have an active vendor record at SAM.gov or meet the size requirements prior to the RFQ due date and time will be considered either ineligible or non-responsive and will not be considered for award. The Government reserves the right to cancel this solicitation. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. This requirement is solicit as LPTA (Lowest Price Technically Acceptable). Refer to Section L, 52.237-27, for site visit information. FAR 52.237-1 -- Site Visit (APR 1984) Offerors or quoters are urged/expected to do a site visit at the location where the services are to be perform and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Please coordinate Site Visit with Mark Croley via email mark.e.croley@uscg.mil. Site Visit date will be held on 09/17/ at 0900. This will be the only site visit. Questions about this solicitation must be submitted in writing to rubens.e.rodriguez@uscg.mil no later than 1400 on 09/ 19/ . An amendment may be posted to clear up any ambiguities or answer all questions received at one time. No oral questions will be accepted. All quotes must be submitted by NOON Eastern Time on 09-23- . All quotes must be submitted via email to rubens.e.rodriguez@uscg.mil. Ensure blocks 8a-8f and 13a-13f of the SF 18, and pricing are completed before emailing with your proposal information.
