The purpose of this project is to perform asphalt resurfacing and restriping of a 2,325 square foot parking lot approximately 30 ft X 77.5 ft located at 138 N. Main St., Hastings, FL 32145. Contractor is responsible for verifying measurements prior to submitting their quote. The resurfacing will involve the removal of the existing damaged asphalt surface and the application of a new layer for improved durability and aesthetics. Additionally, the restriping will ensure clear and visible parking spaces and other required markings. St. Johns County reserves the right to accept or reject any or all bids/proposals, waive minor informalities, or award the bid/proposal which best serves the interests of St. Johns County. Any and all questions related to this project shall be directed, in writing, to Richard Poulin, Procurement Coordinator at rpoulin@sjcfl.us. Questions are due no later than four o'clock (4:00PM EDT) on Tuesday, September 17, 2024 2. Pre-Work Evaluation: Before commencing the resurfacing and restriping work, a thorough evaluation of the existing parking lot should be conducted. This evaluation will include identifying areas of damage, such as cracks, potholes, or uneven surfaces. Additionally, any existing markings will be assessed for removal, if necessary, to prepare for new striping. 3. Preparation: a. Thoroughly clean the parking lot surface, removing debris, dirt, and loose materials. b. Repair any damaged areas by filling cracks, patching potholes, and leveling uneven surfaces. c. Remove existing striping, if applicable, using appropriate methods such as grinding or sandblasting. 4. Asphalt Resurfacing: a. Apply a suitable asphalt binder or tack coat to promote adhesion between the existing surface and the new asphalt layer. b. Install a new layer of hot mix asphalt with a minimum thickness needed per current standards and site conditions. c. Compact the asphalt layer using mechanical rollers to ensure uniformity, density, and smoothness of the surface. d. Address any surface irregularities or imperfections promptly. e. Parking lot to be sloped to allow water drainage away from the adjacent building. 5. Restriping and Signage: a. Plan and mark the layout to create the maximum amount of parking spaces to include one (1) van accessible ADA handicap parking space within the defined work area. b. Use high-quality traffic paint or thermoplastic materials for striping and markings and allow sufficient drying or curing time. c. Ensure accurate measurements and markings, maintaining required spacing between parking spaces and other markings. d. ADA handicap space must be marked with compliant stripping and signage. 6. Post-Work Clean-up: a. Remove any debris, excess materials, or equipment from the site. b. Properly dispose of any waste materials in accordance with local regulations. c . Conduct a final inspection to ensure the quality of the resurfacing and restriping work.
