This project is being funded in part by a Community Development Block Grant and is subject to the rules and regulations thereof. Minority and Woman Owned Business Enterprises Are Solicited to Bid on This Contract as Prime Contractors and Are Encouraged to Make Inquiries Regarding Potential Subcontracting Opportunities, Equipment, Materials and/or Supply Needs. The successful bidder must comply with the Davis-Bacon Act which requires that all laborers and mechanics shall be paid at rates not less than those determined by the Department of Labor to be the prevailing for the locality in which the project is located. The Owner reserves the right to reject any or all bids or to waive any informality in the best interest of the Owner. Should a bidderfind discrepancies in, or omissionsfrom the specifications or other contract documents, orshould he be in doubt asto the true meaning ofany part thereof, he should at once submit to Willis Engineering, Inc., P.O. Drawer 160, Grenada, MS, 38902, a written request for an interpretation. No oral interpretation should be made to any bidder as to the meaning ofany ofthe contract documents, or be effective to modify any ofthe provisions of the contract documents. The Engineers will modify any of the provisions of the Contract Documents. The Engineers will make all interpretations of duly issued addenda which will be mailed or delivered to all bidders ofrecord receiving copies ofthe Contract Documents; and neither the Owner nor the Engineers will be responsible for any other explanation or interpretation ofthe documents. Bids may be held by the Owner for a period not to exceed 60 days from the date of the opening of Bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding the Contract.
