If you are using a delivery service, the fact that it was signed for by someone at city of joliet does not constitute receipt. To ensure that your package was received prior to the opening, you can contact 815-724-4098 or 815-724-4090 to verify receipt of document. The contractor shall also state on the envelope that they are in receipt of all addendums to the contract.
