The City of Phoenix is seeking a qualified consultant team to provide engineering services to meet Federal Aviation Administration requirements for receiving federal funds for pavement projects. Services will include assessment, analysis, database updates and visual pavement inspection services. This project is located at Phoenix Sky Harbor International Airport at 3400 E. Sky Harbor Blvd, Phoenix, AZ 85034. The Aviation Department is required to inspect airfield pavement surfaces and have a pavement maintenance plan for its airports in order to meet Federal Aviation Administration requirements for receiving federal funds for pavement projects. The consultant will be required to conduct pavement condition inspections, develop Airport Pavement Management System (APMS) reports, and develop a Pavement Maintenance Management Program (PMMP) for Phoenix Sky Harbor International Airport (PSHIA). Airside pavement assessment scope of services include, but not limited to: conduct field condition assessment inspections in accordance with ASTM D 5340 Standard Test Method for Airport Pavement Condition Index, and AC 150/5380-Latest Version Guidelines and Procedures for Maintenance of Airport Pavements; perform data analysis using MicroPAVER to generate Pavement Condition Indexes; submit a report of current and predictive future conditions; and develop a pavement management program for airport inspections. All reports are required to be provided in both electronic and printed formats in accordance with City of Phoenix requirements. For successful completion of this project, consultant services shall include, but not limited to: o Update MicroPAVER database inventory, including revisions to existing network maps o Pavement condition surveys and update condition portion of database o Detailed visual inspection of existing pavement o Pavement inventory and program funding o Prepare maintenance and rehabilitation reports for all areas of the airport o A preferred rehabilitation strategy that considers pavement performance and a life-cycle cost (LCC) analysis o Coordination in an active airport operations area o Coordinate projects with airport user groups o Use and understanding of FAA standards, Advisory Circulars, and Guidelines o All reports to be provided in both electronic and printed formats in accordance with City of Phoenix requirements. The City of Phoenix reserves the right to reject any or all Statements of Qualifications, to waive any informality or irregularity in any Statement of Qualifications received, and to be the sole judge of the merits of the respective Statements of Qualifications received.
