CONTRACT 2024-3 North Dakota Parks & Recreation Department (Owner) is requesting Bids for the construction of the following Project: The Project includes the following Work: Overview: The Scope of Work shall generally consist of construction tasks and supervision necessary to meet the plans and specifications for electrical, potable water, and sewer system upgrades as well as general site upgrades for the Sully Creek State Park, located two miles south of Medora ND. The scope of work outline includes the following: BID SCHEDULE 1A - General Construction for Little Muddy Breaks Loop: Includes construction of new and modified roadways, new RV camper sites, and new buried potable water pipe to each of the 26 new and existing RV sites. This Schedule will also include a new potable water pump station and building. The electrical and pumping equipment, lighting, HVAC, and electrical connections serving the pump building will be required as part of this Schedule, as well as all general construction required for the pump building including grading, foundation, piping and connections, and installation of the equipment. BID SCHEDULE 1B - General Construction for Whitetail Flats Loop: Includes construction of new and modified roadways, new RV camper sites, and new buried potable water pipe to each of the 27 new and existing RV sites. This Schedule will also include a new 2-lane RV Dump Station and Septic System, as well as site work and grading, parking lot, sidewalks, and utility connects for a new comfort station building. Actual comfort station building will be provided by others. BID SCHEDULE 2A - Electrical Construction for Little Muddy Breaks Loop: Includes adding new electrical pedestals, associated underground feeders, and electrical distribution equipment for 26 new and existing RV sites.3 BID SCHEDULE 2B - Electrical Construction for Whitetail Flats Loop: Includes adding new electrical pedestals, associated underground feeders, and electrical distribution equipment for 27 new and existing RV sites. The NDPRD will limit onsite construction activities prior to August 18, 2025, due to park operations. The Project has an expected substantial completion date of May 20, 2026 and a final completion date of June 20, 2026. A majority of the onsite Work should be planned to be completed in the fall of 2025 and spring of 2026. The Owner reserves the right to award any and all schedule(s) under which the bids are to be compared and the contract awarded, to reject any and all bids, and to waive any and all irregularity in any bid. The Contract will be awarded, if awarded, to the best and lowest bidder, which is most advantageous to the OWNER. Each Bid must be accompanied by a separate envelope containing a copy of a current and valid North Dakota Contractor's License issued at least ten (10) days prior to Bid opening, and a Bidder's Bond in a sum equal to five percent (5%) of the full amount of the Bid, executed by the Bidder as Principal and by a Surety, conditioned that if the Principal's Bid is accepted and the Contract awarded to Principal, the Principal, within ten (10) days after notice of award, shall execute a Contract in accordance with the terms of the Bid and a Contractor's Bond as required by law and regulations and determinations of the North Dakota Parks & Recreation Department.
