The Lake Hopatcong Commission is soliciting bids for the installation of the Glen Brook Riparian Zone and Wetland Enhancement Project located in the Borough of Mount Arlington, Morris County, New Jersey; and the planting for the Musconetcong River Streambank Stabilization and Habitat Enhancement Project located in the Township of Roxbury, Morris County and Hopatcong Borough, Sussex County, New Jersey. PROJECT SCOPE: This bid specification is for the enhancement of existing wetland, transition areas, state open waters, and riparian zones through the implementation and installation of enhancement plantings along Glen Brook located directly downstream of Memorial Pond (Pond), on Block 44, Lot 1 of the Borough of Mount Arlington, Morris County, NJ. Project activities include the planting of native trees, shrubs, and live stakes along the banks of Glen Brook. This specification also covers the installation of native plant materials along the Musconetcong River located at Hopatcong State Park downstream of Lakeside Boulevard. The project area is located within Block 10801, Lot 1 and Block 10802, Lot 1 (Roxbury Township, Morris County, NJ) and Block 10504, Lot 14 (Hopatcong Borough, Sussex County, NJ). These projects are funded through a National Fish and Wildlife Foundation (NFWF) grant and are part of a long-term effort aimed at reducing nutrient and sediment loading within the Lake Hopatcong watershed. All technical questions are due in writing addressed to Colleen Lyons via email to colleen@lakehopatcongcommission.org by Thursday, September 19, 2024, at 5:00 p.m. The Project Engineer shall issue a formal response and/or addendum by Wednesday, September 25, 2024, at 5:00 p.m. Proposals shall be made on the forms provided and made part of the Contract Documents, which shall be submitted intact. A certified check or cashier's check made payable to the order of the Lake Hopatcong Commission, or a duly executed Bid Bond, in the amount of 10 percent of each bid, but in no case in excess of $20,000.00 must be deposited by the Bidder together with a Surety Consent evidencing that he can obtain the required Performance and Maintenance Bonds. The successful Bidder shall be required to deliver to the Lake Hopatcong Commission an executed Performance Bond of a responsible indemnity company authorized to do business in the State of New Jersey. Proposals must be placed in sealed envelopes and hand-delivered or sent by express mail to the LAKE HOPATCONG COMMISSION, P.O. Box 8519, 260 Lakeside Boulevard, Landing, NJ 07850 with the Proposal description and the name and address of the Bidder marked clearly on the outside of the envelope. The Lake Hopatcong Commission reserves the right to reject any and all Proposals or to waive any minor informalities or irregularities in the Proposal received and to accept the Proposal which is in the best interest of the Lake Hopatcong Commission.
