The proposed project is being funded by a NJDOT grant and is expected to begin in November 2024. The awarded bidder will be required to hold firm their bid price. This contract does not allow for price increases due to escalation in cost of bid items. The Contractor shall take this into consideration when preparing unit prices for bid. The Contractor shall be required to follow all current Local, State, and Federal health guidelines for the duration of the project. This project generally includes the following: Removal of the existing Precision Approach Path Indicator (PAPI) System for Runway 22. Removal of the existing Runway End Indicator Lights (REIL) System on the Runway 22 End. Installation of a new PAPI System for Runway 22. Installation of a new REIL System on the Runway 4 and Runway 22 Ends. Removal and replacement of existing airfield signage. o Replacement of existing incandescent signs with LED signs. o Some of the existing sign foundations will be re-utilized, and the remaining existing sign foundations will be removed and replaced. o Some of the existing sign foundations will be re-utilized, and the remaining existing sign foundations will be removed and replaced. Removal and installation of conduits. o Installation of conduits via trenching and directional drilling. Removal and installation of cable. Removal, replacement, and installation of airport electrical building equipment. Bidders shall calculate their bids based on information contained in the Contract Documents and the Contract Drawings. Information and / or documents obtained from any source other than C&S Engineers, Inc. or the Essex County Improvement Authority (ECIA) shall not be used for the calculation of bids or for the preparation of bid submissions . Each proposal must be accompanied by a certified check or bid bond, in the amount of ten percent (10%) of the total maximum proposal price (combination of base bid or alternate bid plus add-on items, NOT TO EXCEED $20,000) for this contract in the form and subject to the conditions provided in the Contract Documents. All questions and requests concerning this project must be made in writing to David W Slaw, P.E. (C&S Engineers, Inc.) by emailing dslaw@cscos.com. To be given consideration, all questions and requests must be received by Tuesday, September 17th 2024 at 12:00:00 PM ET. Any supplemental instructions will be in the form of written addenda, which, when issued, will be sent and or posted not later than seven (7) calendar days prior to the date fixed for the opening of bids; Saturdays, Sundays, or holidays excepted. All addenda so issued shall become Part of the Contract and shall be acknowledged by Bidders. No bidder shall rely upon any oral communication from anyone. PAY TO PLAY REQUIREMENTS. The Vendor / Contractor must file an annual political contribution disclosure statement with the New Jersey Election Law Enforcement Commissions ("ELEC") pursuant to N.J.S.A. 19:44A-20.13 (P.L. 2005, c 271s.3) if the Vendor / Contractor receives contracts from public entities totaling in excess of $50,000 in a calendar year. It is the Vendor's / Contractor's responsibility to determine if the filing of an ELEC disclosure statement is necessary. Additional information on this requirement is available from ELEC at (888) 313 3532 or at online. The Essex County Improvement Authority (ECIA) reserves the right to waive any informalities in the proposal, and to reject any and all proposals for any and all reason(s). Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et. seq.
