The scope of work is generally described as the construction of a new water supply well with a capacity of approximately 300 gpm including the vertical line shaft turbine pump and motor, all piping for casing, column piping, blank liner, screens, and the restoration of the project site and appurtenances associated with the well construction. The project site is located in Hull, Texas on County Road 2438. This water well project consists of two phases. Phase I is the Ground Water Test Hole and Phase II is the Water Supply Production Well. The Contractor's bid shall include both phases. The Owner reserves the right not to authorize the Phase II portion of the water well unless the Phase I results meet the Owner's and the Engineer's satisfaction. Should the results of the Phase I portion of this contract be unsatisfactory, the Owner will issue notification to the Contractor in writing that the contract is being terminated and that he should plug and abandon the test hole and clean-up the site. Upon completion of the Phase I work, the Owner will make payment to the Contractor for those items of work completed. Should the Phase I results be favorable for the construction of the specified water supply well, the Owner will issue written instructions to the Contractor to proceed with the construction of the Phase II work as described in this contract. Phase II provides for the construction of a 16" x 12" 1-piece, straight-wall gravel pack water supply well with a vertical line shaft pump with a capacity of approximately 300 gpm at 225 feet TDH. The new well will be approximately 580 feet deep and the test hole will be approximately 825 feet deep. Phase II also includes the construction of the necessary seal slab and well head. The base bid shall include all necessary drilling, construction, testing, sampling, and cleanup necessary for a complete in place water supply well at the specified capacity and pressure conditions. In addition, this contract shall include all necessary superintendence, labor, materials, equipment, tools, piping, field jointing, cleaning, grouting, excavation, trenching, shoring, fill, grading, backfill, surface restoration, testing, hauling and disposal of excess soils to an owner approved site, and incidental items necessary for the construction of the proposed facilities as shown in the drawings and documented in the specifications. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the Liberty County Fresh Water Supply District 1 Hull or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The Liberty County Fresh Water Supply District 1 Hull reserves the right to reject any or all bids or to waive any informalities in the bidding. The Liberty County Fresh Water Supply District 1 Hull is an Affirmative Action/Equal Opportunity Employer.
