Leon County is seeking the services of a qualified contractor for the removal and replacement of all 11 existing "Welcome to Leon County" signs. The existing signs are on multiple major State Highways entering Leon County. An Existing Welcome Sign Location Map is provided in Attachment F. Prime Contractor shall possess current and valid FDOT pre-qualifications in the work class category of Roadway Signing. Any Prime Contractor who submits a bid with the intent to use a Sub-Contractor who possesses the work class pre-qualifications MUST identify the Sub-Contractor and submit the Sub-Contractors current and valid FDOT pre-qualification in Roadway Signing work class by the Proposal Submission Deadline to be considered responsive to this bid solicitation. The bid will be awarded to the lowest responsive, responsible bidder. In accordance with Section 287.05701(3), Florida Statutes, in determining whether a bidder is responsible, the County will not request documentation of or consider a bidder's social, political, or ideological interests, nor give preference to a bidder based on such interests. The County reserves the right to waive any minor irregularity in bids and to award a bid in whole or in part when either or both conditions are in the best interest of Leon County. This solicitation does not have a project specific goal for the participation of Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms certified by the Office of Economic Vitality (OEV) MWSBE Division. The County reserves the right to reject all bids when such rejection is in the best interest of the County.
