The proposed water main extension project includes the construction of approximately 300 linear feet (LF) of 20-inch HDPE water main, 9,800 LF of 16-inch HDPE water main, 50 LF of 6-inch HDPE water main, 100 LF of 20-inch PVC water main, 1,750 LF of 16-inch PVC water main, and 30 LF of 12-inch PVC water main, and valves, services, and appurtenances, connecting to an existing 12-inch main at two locations on Becklow St. and Ft. Florida Rd., and to an existing 12-inch main at Ft. Florida Point Rd. and Ft. Florida Rd., to extend the existing water main for future water services in the Alexander Island area of Ft. Florida Road. The project is located along Ft. Florida Rd. right-of-way, off the southwest portion of Konomac Lake, DeBary, Volusia County, Florida. Term: Total contract time: 395 days A Bid bond shall accompany each Bid in an amount not less than five percent (5%) of the Bid amount and shall be valid for a period not less than one hundred twenty (120) days. If a Bid bond is used, the Bidder shall complete and submit the Bid bond form provided in this solicitation. After the County and the successful bidder have executed a written Contract and the successful bidder has recorded an acceptable Payment and Performance Bond or if one hundred twenty (120) days have passed after the date of the formal opening of the Bids and no Contract has been awarded, the Bid security of any Bidder will be returned upon written demand. The bond shall be secured from or countersigned by an agency or Surety company recognized in good standing and authorized to do business in the State of Florida. The County Payment and Performance Bond form shall be used. No other forms will be accepted without prior approval from the County. Simultaneously with the delivery of the executed Contract to the County, a bidder to whom a Contract has been awarded must deliver to the County, executed, separate Payment and Performance Bond on the prescribed forms, each in an amount of one hundred percent (100%) of the Contract price of the accepted Bid proposal as security for the faithful performance of his Contract and for the payment of all persons performing labor or furnishing materials in connection therewith. Failure of the bidder to execute a Contract and record the required bonds as provided herein within ten (10) days after a written notice of award has been given shall be just cause for the annulment of the award and the forfeiture of the Bid security to the County, which forfeiture shall be considered not as a penalty, but in liquidation of damages sustained. Award may then be made to the next lowest responsive and responsible bidder or all Bids may be rejected. Bids which contain modifications, incomplete, unbalanced, conditional, obscure, or which contain additions not requested, or irregularities of any kind, or which do not comply in every respect with the instructions to bidders and the Contract documents may be rejected at the option of the County. The County does not bind itself to accept the minimum Bid stated herein, but reserves the right to accept any Bid, the County deems to be the lowest responsive and responsible bidder, and which in the judgment of the County will best serve the needs and interests of the County.
