A. The Work of Project is defined by the Contract Documents and consists of the following 1. Renovation of the indicated locations of the Berks Transit Center. Work to include general construction, plumbing construction, HVAC construction and electrical construction. B. Type of Contract: 1. Project will be constructed under a multi-prime contract to include the following prime contract: a. General construction contract - Contract No. 1 b. HVAC construction contract - Contract No. 2 c. Plumbing construction contract - Contract No. 3 d. Electrical construction contract - Contract No. 4 DBE participation is 3.4% The project includes the rehabilitation of the BARTA Transportation Center Reading, PA Questions Due Date: Sep 5th 2024, 2:00 PM EDT All submissions and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority and the Pennsylvania Department of Transportation and the Federal Transit Administration. Contractors and subcontractors will be required to comply with all applicable Buy America, Build America Buy America, Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations. All bidders will be required to certify they are not on the Comptroller General's list of ineligible contractors. SCTA solicits and encourages disadvantaged business enterprise participation. DBEs shall be afforded full consideration of their response and will not be subject to discrimination. A DBE goal has been set for each contract of this project. Bidders are advised that this project is subject to and will be governed by the provisions of the federal Davis-Bacon Act, including amendments and supplements thereto. Bidders shall prepare their bids after giving consideration to the applicability of said federal Davis-Bacon Act to the work. A cashier's check, or an acceptable Bidder's Bond, payable to South Central Transit Authority, 45 Erick Road, Lancaster, PA in an amount of not less than 5 percent (5%) of the largest possible total for the bid submitted, must accompany the bid. A Performance Bond and Payment Bond, each for 100 percent (100%) of the contract price will be required. SCTA reserves the right to postpone, to accept or reject any and all bids from any vendor, its predecessor, successor or assigned that SCTA/RRTA/BARTA deems a non-responsible bidder, at its sole discretion, based upon prior experience with that bidder, predecessor, successor or assign. Such rejection may include rejection of subcontractors. SCTA may reject any and all bids, in whole or in part, or to waive any and all informalities or technicalities, as it deems in its best interest. No submissions may be withdrawn for a period of sixty (60) days after the due date set for the RFP.
