BID BOND Each bid shall contain a bid bond to ensure if the bid is accepted a contract shall be executed. The resulting contract shall require a performance and payment bond. In the event there are mutually exclusive alternates listed on the bid sheet, the bid bond shall include the maximum value of the highest alternate(s) which increases the Bid. The bid bond amountshall be equal to or exceed ten percent (10%) of this total amount. Note that if the bidder submits a bid bond, the amount of said bond shall be expressed either as a percentage of the total bid or numerically in dollars and cents. Failure to submit an acceptable bid bond shall result in the bid being deemed non-responsive. SPECIAL NOTE: Copies of certification letters from ODI are being submitted with bids as proof a company is a City certified MBE/WBE. However, companies can, and do, sometimes lose their MBE/WBE certification status after the certification letter is issued and prior to the expiration date stated on the letter. The Department of Finance and Management is clarifying terms and conditions related to the Minority and Woman Owned Business Contract Goals assigned to projects and to address frequently asked questions How to Achieve City of Columbus MBE/WBE Contract Goal: The goal can ONLY be achieved using City of Columbus certified MBE and/or WBE businesses. Companies with ANY other certification status ARE NOT eligible to be counted toward the City of Columbus MBE/WBE contract goal. City certified EBE companies (and other certification types other than City of Columbus MBE or City of Columbus WBE) DO NOT count toward the City's MBE/WBE spend goal. They will NOT be counted if listed on the Declaration of Proposed MBE/WBE Utilization form. City of Columbus MBE/WBE Contract Goal: This Project has a MBE/WBE participation goal of 25% and is expressed as a percentage. This percentage defines the minimum percentage of the contracted dollar amount to be spent with City certified MBE/WBE companies performing a commercially useful function for the completion of this contract. The goal the contractor will be responsible for achieving will be confirmed or finalized as part of the bid evaluation process and will be listed in the contract. MBE/WBE prime offerors who have a documented disparity in the 2019 City of Columbus Disparity Study are eligible for the 5% proposal incentive credit. Only City of Columbus certified MBEs and/or WBEs will count toward the goal. The responding bids will be further reviewed before any contract award is made. All work shall be substantially complete within 60 calendar days of the Notice to Proceed. BIDCANCELLATIONS AND REJECTIONS The City may cancel the IFB, reject any or all bids in whole or in part, waive technicalities, and/or advertise for new bids, with outliability to the City and when in the bestinterest of the City. The City shall have 180 calendar days from the date of the bid opening to provide the bidder a Notice of Award. During this 180 period, the bidder agrees to hold their bid prices
