The successful respondent shall submit a proposal for a reverse osmosis leachate processing system (the "System") consistent with the following goals and objectives set forth in this Request for Proposals: - Design system and obtain necessary land use approvals and permits; - Finance, construct and commission the system capable of processing 100,000 gpd of raw leachate; - Own and operate the system for a term of 20 years with an option to extend for 2 additional 10 year terms in exchange for payment of a flat fee for leachate treatment up to a certain volume and a per-gallon fee for leachate treated above that base volume; - CCIA employee holding the required N license for operation of the system will be absorbed into proposal. The successful respondent will be responsible for payment of the amount of the employee's salary to the CCIA, either in cash or as a credit toward amounts due to during the full term of the contract; Sale of the system to the CCIA for a negotiated terminal value at the conclusion of the term The successful respondent shall be responsible for obtaining all permits and approvals necessary for the completion of the contemplated facility and is responsible for compliance existing and any other required governmental codes and regulations.
