Bids may be held by the Owner for a period not to exceed forty-five (45) days from the date of the openings of Bids for the purpose of reviewing the Bids and investigate the qualifications of the Bidders, prior to awarding the Contract. *The Owner reserves the right to reject any and all bids and waive informalities if, in its opinion, such action is in their best interest.
