Any contract or contracts awarded under this invitation forbids will be subject to the requirements of the Arkansas Revolving Loan Fund (RLF) Programs as described in the contract documents. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President's Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications. Each Bidder must comply with the requirements, terms, and conditions of the Arkansas Natural Resources Commission, the Disadvantaged, Minority and Women Business Enterprise(DBE/MBE/WBE) requirements, the Consolidated Appropriations Act of 2014 (Public Law 113-76) including the "American Iron and Steel(AIS)" requirement, Labor Standards, Equal Employment Opportunity, and the "Prohibition on certain telecommunication and video surveillance services or equipment provisions" during the performance of this contract. The Bidder commits itself to the requirements for the participation contained herein and all other requirements, terms, and conditions of these bid conditions by submitting a properly signed Bid. Each requirement listed above for the RLF programs are in the Supplemental Conditions in the Contract Documents. PROJECT DESCRIPTION Construction activity description with the work associated with the proposed improvements to the Des Arc Water Plant are described as follows: The existing water plant at Des Arc serves a large community that includes: Des Arc and the area from Des Arc to Hickory Plains, to the area just North of Interstate 40, to the Hazen exit, and back to Des Arc. The system has 4 wells that produce 300 - 600 gallons per minute of raw water for the plant at Des Arc. This raw water is slightly hard with small amounts of iron and manganese from the aquifer lying below the city. Working with a water treatment plant chemical supply firm, Americhemm, a new group of chemicals have been developed to assist in the flocculation and removal of the objectionable elements in the raw water. The new chemicals have improved water quality and the operation of the water plant as well. It is the intent of this project to remove and replace the existing filter media, repair/replace the existing high service pumps, repair and renovate the electrical components for the high service pumps, repair and repaint the clarifier, install security fencing around the water plant, repaint all exposed piping and replace and repair the chemical feed equipment as well as the chemical storage area for the plant. The fluoride feed is to be replaced and the chlorine feed is being changed to a liquid chloring to eliminate the chance of a chlorine gas leak that could be life threatening to the area around the plant. In the attached specifications, we have attempted to establish the standards that this work will be done. Meeting the 10 State Standards and the American Water Works Standards for the Water Industry. Keeping in mind that all this work must be done while still serving the community with high quality drinking water. We are sure each contractor will develop his own plan to refurbish the treatment plant. BCE feels that replacing the one filter that has the filter media removed would be a top priority. Taking the clarifier out of service for cleaning, painting, and repairs is a top priority as well. The rebuilding of all the high service pumps has to be a first step. It is the intent of the plan to keep the existing computer system and program operational
