The work to be performed consists, in general, installation of new communication equipment and software along the street corridor segments of (1) California Avenue between Mohawk Street and Oak Street, (2) Stockdale Highway between Coffee Road and H Street, and (3) Brundage Lane between Oak Street and Hughes Lane (Interconnect). This communication system over existing fiber communication network will enable transportation professional to proactively manage traffic flow and promote mobility through real-time traffic data collection and management tools. New software and signal controller units will allow for optimal signal timing across arterial network by adjusting cycle lengths, phase splits, and offsets based on prevailing traffic. Substitution of securities for moneys retained to ensure performance shall be permitted pursuant to the provisions and requirements of Public Contracts Code 22300. Eligible securities include interest bearing demand deposit accounts, standby letters of credit, or any other security agreed to by the Contractor and the City of Bakersfield. The request for substitution of securities to be deposited shall be submitted on the form entitled "Escrow Agreement for Security Deposits in Lieu of Retention," a copy of which is included in Part E of this document. The Contractor must possess a valid Class A or a Class C-10 Contractor's License at the time this contract is awarded.
