Stantec Architecture Ltd. has been retained by the City of Thunder Bay - Capital Facilities Construction to assist in this Request for Pre-Qualification. The City anticipates that successful Respondents in this RFPQ will be short-listed and invited to participate in a subsequent second-stage Request For Proposals (which will include a design competition) with the ultimate end goal of awarding a design-build contract to the successful proponent from that RFP process. It is anticipated that the successful proponent from that second-stage RFP would enter into a CCDC 14-2013 Design-Build Stipulated Price Contract (with Supplementary Conditions) with the City. The Multi-Use Indoor Sports Facility is a new facility located near the Canada Games Complex in Thunder Bay, Ontario. The facility is a two-storey structure with a clear span pre-engineered steel frame over the artificial turf field. The main floor is comprised of several program components; a 129.5m x 47.5m artificial turf field with a clear 12.2m height, eight player change rooms, two referee change rooms, space for approximately 1,000 spectators, administration, and foyer space, with washrooms, mechanical, electrical, and storage rooms. The second-floor mezzanine area contains standing room for 500 people, concession, office administration space, a multi-purpose room, washrooms, mechanical and electrical rooms. Circulation between floors is via a stair and elevator from the main floor foyer. Building envelope is primarily metal clad with an envelope system that meets or exceeds City of Thunder Bay energy use targets. The facility is targeting Sustainability requirements; however, no official certification will be pursued. The building area is 9,231.6 sq. m. with 8,305 sq. m. main floor footprint and 926.6 sq. m. The construction mandatory cap for the entire Project, including design, building, site, and 10% contingency, is $42.7M.
