The contracts shall consist of providing the following items for a complete Automated Meter Reading (AMR) System: AUTOMATED METER READING SYSTEM PART A - EQUIPMENT, SOFTWARE & TRAINING PART B - METER INSTALLATION ONLY 1. The complete installation of City supplied meters and retrofits 2. Sundry materials, labor & equipment as required for installation of meters. Contract time for Part B shall be 300 consecutive calendar days from the effective date shown in the Notice to Proceed. Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by the Mississippi State Board of Public Contractors establishing his classification as to the value and type of construction on which he is authorized to bid (Not required for submission of Part A Proposal). Each Bidder shall write his Certificate of Responsibility Number on the outside of the sealed envelope containing his proposal. The outside of the envelope should also bear the Bidder's name, address, and name of the project for which the Bid is submitted (Not required for submission of Part A Proposal). Prospective bidders must be listed as a plan holder in order to submit a proposal. Proposals shall be submitted in duplicate, sealed and deposited with the Horn Lake City Clerk prior to the hour and date hereinbefore designated. No bidder may withdraw his bid within ninety (90) days after the actual date of the opening thereof. Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder's state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi's so-called Golden Rule is followed, state law requires a non-resident bidder to attach to his bid a copy of his resident state's current laws pertaining to such state's treatment of non-resident contractors. Each Bidder must deposit with his proposal, a Bid Bond or Certified Check in an amount equal to five percent (5%) of his bid, payable to the City of Horn Lake, as bid security. Bidders shall also submit a current financial statement, if requested by the City. The successful bidder will be required to furnish a Payment Bond and Performance Bond each in the amount of one hundred percent (100%) of the contract amount.
