The Johnson County Airport Commission is requesting bids for construction services for an asphalt mill and overlay project located at the New Century AirCenter (IXD). The request is for a 2 inch mill and overlay of the taxilanes at the Alpha and Bravo T-Hangars with a bid alternate for the Charlie, Delta, Echo T-Hangar taxilanes. Question Cut Off Date 9/11/2024 05:00:00 PM (CT) To ensure open and fair competition for all potential bidders, ALL questions and contact concerning this IFB shall be directed to the Johnson County Purchasing Administrator: kyra.smith@jocogov.org 913-715-0538. Notice to Proceed 10/14/2024 Project Completion 12/15/2024 Area to be milled is approximately 21,080 sq yds. Area to be final measured by bidder. Mill 2" (inches) from the entire surface as shown on map. Millings can be disposed of offsite or disposed of on airport as instructed by airport personnel. Existing concrete drain channels must be protected in place and cleaned out upon final cleanup of area. Cracks that are full depth appearing after area has been milled will require an additional 2" (inch) depth milling. Area is approximately 1,565 linear feet. Area will be final measured by bidder. Inspect subgrade, repair, and fill defects as needed, and compact subgrade. Install 2" (inches) of asphalt in these cracks and roll to compaction. Demo and replace approximately 80 linear feet of existing 2' (foot) concrete swale. Install 30" (inch) x 30" (inch) precast concrete inlet at the lowest point. Install a 2' (foot) concrete apron around entire inlet and drain lid. Trench and install approximately 45 linear feet of 6" (inch) HDPE pipe and core/tap into existing drainage structure. Backfill and compact. Replace and compact subgrade and install asphalt base patch prior to final overlay. Coat areas needed requiring a bond with specified tack oil. Resurface milled area with specified Asphalt. Repaint lines 6" (inch) in width, as laid out prior to asphalt overlay utilizing a paint machine with the ability to paint and apply glass bead directly on paint as needed. Approximately 3,000 linear feet of lines to be repainted. Bidder shall be responsible for final measurements to ensure accurate bid. The measurements indicated in the IFB are estimated only. It shall be the bidder's responsibility to ensure accurate measurements are taken prior to submitting a response to assist the bidder in giving an accurate lump sum bid. The estimated measurements within the IFB are given only as a point of reference. The County does not expressly or impliedly agree that the measurements involved will correspond exactly with the bidder's measurements. Bidders shall submit with their bid a bid bond issued by a surety company licensed to do business in the State of Kansas in the amount of five percent (5%) of the total amount of their bid. Said guarantee shall be made payable to the Board of County Commissioners of Johnson County, Kansas. The bidder acknowledges and accepts that for each and every calendar day the project remains incomplete beyond the contract time of performance, the Contractor shall pay the non-penal amount of $1,500 per calendar day as a liquidated damage to the County. The successful bidder may be required to furnish a Performance Bond and/or Statutory Bond equal to 100% of the contract. Such bond shall be executed by a surety company authorized to do business in the State of Kansas and requires the appointment of a Kansas Resident Agent.
