The objective of this RFP is to retain a qualified design-build team to: Develop a concept plan and detailed design for Swensson Park Washrooms; and Including other related site works, to enable the successful development of the washrooms and enhance the experience of the whole park; To efficiently complete the scope of work to a high standard and within the authorized budget, while minimizing disruption to the public’s access and peaceful enjoyment of the park. The intention of this project is to create new public washroom at the Swensson Park, and provide an aesthetically pleasing, comfortable, and durable alternative to portable toilets, being more economical and flexible than conventional buildings. The design will prioritize something durable and easily maintained, resistant to vandalism, while enhancing the neighborhood's attractiveness and promoting a safe and sustainable environment. Users should feel welcome and safe using the facilities, although the design should not include features that allow the space to be used as a permanent shelter. The City of Abbotsford is requesting proposals from experienced and qualified contractors, for all skilled labour, tools, materials and equipment for supply, fabrication, and/or construction, furnishing and installation of a new public washrooms to be added to the existing Swensson Park. The proponent will provide all designs, supplies, materials, labour, equipment, and operations required for the multi-user permanent washrooms, which will include concrete bases, appropriate footings, and retrofitting landscape, including pathways, new park sign, planting and site furniture within a specified area of Swensson Park, and but not limited to, approvals, and connections to service network. The design-built team must have at least two (2) built projects preferably in parks, opens spaces or hightraffic public locations, with demonstrated experience in leading similar projects, as well as professionals in the necessary disciplines. The design should allow for fasteners (the final spacing required will be provided by the City) or allow for it to be painted externally by a visual artist to be engaged at a later stage. The Parks Department will advise whether or not to proceed with the incorporation of attachment points on all the walls, depending on the site location and context. The art piece fabrication is not part of the contract. Scope of Work: a) Develop a concept plan for the Swensson Park Washrooms (278875 Swenson Ave) aligned with the preliminary concept design ideas and the supplemental details provided in the Attachment V by the City of Abbotsford for communication purposes; b) Develop detailed working drawings and specifications based on the approved concept plan; c) Develop detailed engineering drawings and specifications for construction and approval process; d) Provided detailed pre-construction cost estimation based on work drawings; e) Supply and install the washrooms, including all accessories, landscape, park sign, and mandatory and related site furniture; f) Provide project oversight and on-site supervision throughout the entire duration of construction; g) Provide, if necessary, support in any future community engagement events; h) Prepare substantial completion files and record drawings.
