The work is comprised of public works construction including unclassified excavation, asphalt grinding, asphalt concrete pavement repairs, cold planing, crack sealing, asphalt concrete overlay, removal and replacement of concrete sidewalk, curb ramps, and curb and gutter, adjusting or raising manholes and water valves to grade, striping, and other miscellaneous improvements as shown on the plans and as required to complete the work. Most curb ramp improvements on this Project will be paid using Community Development Block Grant funding. Therefore, the City of Laguna Hills is requesting bids from qualified bidders - including Minority Business Enterprise (MBE), Women Business Enterprise (WBE), Disadvantaged Business Enterprise (DBE), Disabled Veterans Business Enterprise (DVBE), Small Business Enterprise (SBE) and Section 3 license contractors and suppliers. LOCATION OF WORK: The Project is located on La Paz Road, Paseo de Valencia, and Alicia Parkway, as shown on the plans. AWARD OF CONTRACT: The City reserves the right after opening bids to reject any or all bids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder, and reject all other bids, as it may best serve the interest of the City. Within three (3) business days of bid opening, contractor must submit a revised bid bond with numerical dollar values, both in words and with digits of bid amount. Within five (5) working days after the date of the Notice of Apparent Low Bidder, the successful bidder will be required to submit required Contract Agreement and Insurance. Within ten (10) working days after the date of the Notice of Award, the successful bidder will be required to submit Bonds (Faithful Performance and Material and Labor), Construction Schedule, Traffic Control Plan, and Water Pollution Control Plan. The Contractor shall possess a valid Class A Contractor's License, or a combination of Class C Contractor's Licenses as necessary to perform the work, at the time of submitting bids, in accordance with provisions of Chapter 9, Division III of the California Business and Professions Code.
