The work involves the removal of the existing cooling only chiller and air-cooled condenser system (including all associated piping & specialties to the extent shown on the drawings) and replace with a new packaged air-to-water heat pump chiller. The Awarding Authority reserves the right to reject any or all bids, in whole or in part, and to waive informalities, when at its sole discretion is deemed to be in the best interests of the Town and to the extent permitted by law. DCAMM qualifications in the HVAC category will be required. Filed sub-bids shall be required for the subtrade of Electrical. DCAMM Update and Qualification forms will be required in the sealed bid packages for both general bidders and filed sub-bidders. The work includes removal of the existing chiller and air-cooled condenser system and replacement with a new heat pump chiller at the Amherst Police Department Building located at 111 Main Street, Amherst, Massachusetts. Estimated construction cost is one million, one hundred and twenty-one thousand, three hundred and seventy dollars ($1,121,370). Bidder selection, procedures and contract awards shall be in conformity with M.G.L. Chapter 149 Section 44A-H. State mandated prevailing wage rates must be paid according to M.G.L. Chapter 149 sections 26-27H. A bid security in the form of a bid bond, cash or certified check in the amount of five percent (5%) of the bid price must accompany the bid. The form titled 'Compliance with the Town of Amherst's General Bylaw 3.55 - Responsible Employer: Public Construction Contracts' must be completed and accompany the bid. All bids must also include a signed copy of the following: non-collusion form, tax compliance certificate, certificate of authority, and bid pricing sheet. The Awarding Authority reserves the right to reject any or all bids, in whole or in part, and to waive informalities, when at its sole discretion is deemed to be in the best interests of the Town and to the extent permitted by law. The successful bidder will be required to furnish a performance bond and a payment bond, both in the amount of one hundred percent (100%) of the contract award, not later than ten (10) working days after the award notification. Bonds will be for one (1) year and shall be renewed annually at the Contractor's expense. Questions and inquiries will be accepted from any and all bidders and must be in writing. Questions will be answered in writing and both questions and answers will be distributed to all bidders who receive the IFB provided, however, that all questions are received at least seven (7) days in advance of the bidding deadline. All questions shall be e-mailed to Simone Cristofori at cristoforis@amherstma.gov. This contract shall be fully performed by the Contractor on or before May 1, 2026, unless extended pursuant to a provision for extension contained in the contract documents at the sole discretion of the Town, and not subject to assent by the Contractor, and subject to the availability and appropriation of funds. The time limits stated in the contract documents are of the essence of the contract. General Bidders and Sub Bidders must have at least five (5) years of experience and a proven track record of high-quality work on similar projects.
