All work summarized below shall be substantially complete within 460 calendar days after the date when the Contract Times commence to run and completed and ready for final payment within 490 days after the date when the Contract Times commence to run. Liquidated damages shall be $1,000 per day The approximate quantities of work to be bid upon are as described as follows: The proposed project consists of the installation of approximately 29,700 LF of water mains ranging in size from 8" - 2", gate valves, fifty (50) fire hydrants, nineteen (19) tie-ins to the existing water distribution system, various surface repairs, and related appurtenances. All Bidders are required to have a West Virginia Contractor's License as per Section 30-42-12 of the West Virginia Code. The license classification shall be appropriate for the work for which the bid is prepared. The bidder's license number shall be included in the first envelope as part of the Bid Opening Requirements. All subcontractor(s) shall furnish their contractors' license number(s) to the prime contractor prior to the award of the contract. Bids shall be accompanied by a certified check or bid bond payable to the Town of West Union in an amount equal to five percent (5%) of the base bid. Bidders on this work will be required to comply with the President's Executive Order No. 11246. The requirements for Bidders and Contractors under this order are explained in the Contract Documents. Each Bidder must fully Comply with the Disadvantaged Business Enterprises, and Affirmative Action Requirements, as identified in the contract documents. The Bidder agrees to make "positive efforts" to subcontract a portion of the total value of the contract to Disadvantaged Business Enterprises. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. Failure to demonstrate positive efforts to do so may lead to rejection of bids. For this program, the term "subcontract" includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract. The Town of West Union reserves the right to reject any or all bids. A bidder may not withdraw the Bid for a period of ninety (90) days after the opening of bids.
