Reference Number 0000361241 The Boulder County Parks and Open Space Department (BCPOS) is seeking an experienced contractor to complete upgrade work on a well-established access road at the Hall Ranch Open Space property located just west of the town of Lyons, CO. The entrance to the access road is at 31271 South St Vrain Drive, Lyons, CO 80540. The road is the main access to the Hall Ranch Open Space and is used by BCPOS staff. The road is not open to public vehicular traffic but does get some public park user trail use. The road has required a substantial amount of maintenance over the years and one of the goals of the work is to reduce the amount of maintenance needed in the future. The work is to be completed this fall and it is expected to take fifteen (15) business days to be completed, once selected Contractor is issued a Notice to Proceed. Boulder County will determine which items will be completed depending on the amount of the selected bid. The priority of work items is listed below: a. replacement of the existing culverts; b. the installation of the new culverts is the second priority; and c. the installation of water bars is the third priority. Culvert Installation: All replacement and new corrugated metal pipe (CMP) will be 18" diameter and may be round, or the squashed equivalent. End sections will not be required. Culverts will vary in length, but all will be lessthan 20'ft. All CMP will be covered with at least 8" of fill and road base. Coverage over the CMP should generally match the grade of the road, but some mounding of less than 6" will be allowable. Culvert locations are marked in the field and the approximate location is shown in the attached maps. A total of 3 new culverts and 9 replacement culverts will be installed. The inlets to all culverts will be armored using rock collected onsite. Please see Attachment B for an example of the inlet armoring. Outlet armoring will also utilize rock collected onsite. All rock harvesting and other disturbance will be restricted to an area less than 15 feet from the centerline of the road. Any bedding material needed will be included in the cost of installation. Water Bar Installation: A total of 10 water bars will be installed. The Contractor will follow the specificationsfor the Type 1 water bar shown in Attachment B. Road Base Installation: The contractor will import and install class 6 road base. A total of 300 tons of road base will be installed in variouslocations along the accessroad to be determined in consultation with Boulder County. The road base will be installed at a minimum depth of 2 inches. Staging Areas: A staging area location is shown on Map 1 in Attachment A. The staging area will have straw wattles and construction fencing installed around the perimeter. The approximate length of the perimeter is 500 feet. Two (2) vehicle turnaround areas along the road will be identified in the field in consultation with Boulder County.
