The City of Banning is strategically located astride Interstate 10 between the Inland Empire and the Coachella Valley in the San Gorgonio Pass. The City, incorporated in 1913, has a rich and colorful history. Initially Banning served as a stagecoach and railroad stop between the Arizona territories and Los Angeles. This history has contributed to the present-day spirit of pioneer resourcefulness and "can do" attitude that is so prevalent in the community. Banning is a friendly and wholesome place to work and raise a family. Desirable executive housing is available, as well as moderate and lower income housing. Clean air, ample water supplies and the memorable and inspiring scenic vistas of both Mt. San Gorgonio and Mt. San Jacinto, the 2 tallest peaks in Southern California, are additional amenities which make the City of Banning a logical choice as a development opportunity in the Southern California area. The City of Banning ("City") is seeking a qualified entity or individual ("Company") to provide the goods and/or services described herein. The City anticipates selecting one firm to perform the services. The Project includes, without limitation, furnishing all necessary labor, materials, equipment and other incidental and appurtenant Work necessary to satisfactorily complete the Project, as more specifically described in the Contract Documents. This Work will be performed in strict conformance with the Contract Documents, permits from regulatory agencies with jurisdiction, and applicable regulations. The quantity of Work to be performed and materials to be furnished are approximations only, being given as a basis for the comparison of Bids. Actual quantities of Work to be performed may vary at the discretion of the City Engineer. Contractor must separate the debris, trash and rocks greater than two (2) inches from the soil and haul debris and trash off site. Rocks greater than two (2) inches can be used for rip rap for protection of the side walls of the flow channels. Bids are requested from Companies that have a demonstrated ability to perform the tasks identified in this Invitation for Bids ("IFB"). There were several overflow culverts that were either washed out or buried. Contractor will need to replace four (4) culverts that were washed away, one (1) between pond 2 and 3 (12 inch diameter by 30 LF), One (1) between pond 3 and 4 (12 inch diameter by 30 LF), One (1) between pond 5 and 6 (24 inch diameter by 50 LF) and One (1) leaving pond 6 going to 7 (24 inch diameter by 50 LF). Contractor will rebuild and strengthen the pond walls at a 4:1 slope and where overflow culverts were washed away. Replace overflow spillways by stacking rock rip rap on the outside bank ten (10) foot wide below the overflow culverts to allow water to flow into the flow line of the interconnecting drainage ditch. Grout flow line with concrete to lock in the rip rap. Contractor will provide dozer, excavator and or grader to perform work within the roads, San Gorgoino River and ponds as necessary to redirect the water traveling down the river bottom back into the ponds to allow for replenishment recharge.
