Construction of "City of Dunn, Black River WWTP Effluent Conveyance Improvements, Contract 2 - Effluent Pump Station Renovations". The construction work will include: Construction of a new electrical building, new electrical gear, rebuild of 3 vertical turbine pumps, and all related Civil, Mechanical, & Electrical Work. All proposals must be submitted upon the blank forms provided in the copies of the Proposal, Contract and Specifications. No bid may be withdrawn after the scheduled closing time for receipt of Bids for a period of ninety (90) days. Any Bids received after the scheduled closing time for receipt of Bids will be returned to the Bidder unopened. The City reserves the right to retain Bids for a period of 90 days from receipt. Each bid must be accompanied by Bid security in an amount of not less than five percent of the amount of the Bid. Security may be in the form of cash, a certified check made payable to the City of Dunn, North Carolina and drawn on a bank or trust company insured under the Federal Deposit Insurance Corporation, or a Bidder's Bond. Consideration will be given only to Bids of Contractors who are able to submit evidence showing that they are properly licensed under "An Act to Regulate the Practice of General Contracting", ratified by the General Assembly of North Carolina on March 10, 1925, and so subsequently amended. Small, minority, and women's businesses and labor surplus area firms are encouraged to submit bids. Both Performance Bond and a Payment Bond is required in an amount equal to 100 percent of the Contract price, conditioned upon the faithful performance of the Contract and upon the payment in full to all persons supplying labor and furnishing materials for and in connection with the construction of the project. This project is being funded in part by the DEQ-Division of Water Infrastructure American Rescue Plan - Earmark Project No. SRP-W-ARP-0288 State MBE/WBE DBE Compliance Requirements. The Owner reserves the rights to waive any informality or to reject any or all Bids. Each Contractor submitting a Proposal for this work shall produce evidence of experience in constructing a project of similar size and nature. Contractors that are unable to produce this evidence may be rejected even if they are the low Bidder.
