The Project generally includes the purchase and installation of a complete, "turn-key" real-time radio read frequency water metering system including but not limited to the replacement of all residential and commercial water service meters within the Town with new ultrasonic or electromagnetic meters, new endpoints, new data collection/transmission units (base stations), new data collection software compatible with the Town's existing billing software (Tyler Technologies), record keeping, and training for Town personnel. Endpoint, base station, and other equipment quantities necessary to complete the AMI watering system shall be determined by the RFP Proposer. Additionally, the Project will include the material identification of all services lines (from the existing watermain to the water meter location) for the purpose of identifying and locating all existing lead service lines within the Town of DeWitt, as well as the location of each curb stop. Data is to be provided in a digital format to incorporate into the Town's GIS database. Each plan holder of record will be notified by an e-mail regarding each addenda issued for the project. Emails will be from Avalon Document Services online It is the responsibility of each prospective bidder to submit an accurate e-mail address when requesting Bidding Documents. It is the responsibility of each bidder to check the Public online website to ensure that all addenda have been received and to download each addendum. Large addenda and addenda containing full sized drawings will be sent in hard copy format via U.S. Mail or a nationally recognized overnight carrier. No project site visit will be held prior to the opening of sealed RFPs. Any questions regarding this Project shall be directed to the Engineer in writing. Responses shall be issued in the form of an addendum to this RFP. The Owner is exempt from payment of sales and compensating use taxes of the State of New York and of cities and countries on all materials, equipment and supplies sold to the Owner pursuant to this Contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment and supplies to be sold to the Owner pursuant to this Contract, including tangible personal property to be incorporated in any structure, building or other real property forming part of the Project. These taxes are not to be included in the Bid. Each Bid must be accompanied by cash, certified check, cashier's check or bid bond in an amount not less than five percent (5%) of the amount of the Bid in the form and subject to the conditions provided in the Information for Bidders. Location DeWitt, New York The right is reserved to waive any informalities in the Bid and to reject any or all Bids. Checks shall be made payable to Avalon Document Services. Payment via credit card and charging to an Avalon Account will also be allowed for this bid. Bidding Documents may be picked up at Avalon Document Services, anytime Monday through Friday, when you place an order a pick-up time will be given to you (sets are not preprinted, an order must first be placed) or be delivered via online upon request to Avalon Document Services. Bidder has the option to provide Avalon Document Services with Bidders UPS or FedEx shipping account number to expedite the delivery of the documents. This project requires a non-refundable fee of $80 made payable to Avalon. Electronic download option available for a non-refundable fee of $49 made payable to Avalon.
