Professional Engineering Services for a Scotland County EMS Headquarters. SCOPE OF SERVICES The services to be provided under this project will include: 1. Environmental Site Assessment - The Engineer will perform a necessary Environmental Site Assessment in general conformance with the provisions set forth in ASTM E 1527-21 Standard Practice for Environmental Site Assessments to satisfy Landowner Liability Protections. 2. Protected Species Assessment - The Engineer will perform a Reconnaissance Survey to determine if potential habitat for, or specimens of, Flora and Fauna exist on the site that are either threatened or endangered and protected by the Federal and/or State governments. 3. Historical and Cultural Resource Review - The Engineer will perform a Reconnaissance Survey in general conformance with guidelines set forth by the North Carolina State Historic Preservation Office (SHPO) and obtain a final determination letter from SHPO. 4. Surveying - The Engineer will provide surveying needed for use during Preliminary Site Design and Final Site Design of the project. 5. Geotechnical Exploration - The Engineer will provide Geotechnical Exploration and Soil Testing to accomplish the Preliminary Site Design and Final Site Design of the project. 6. Permitting Services - The Engineer will prepare, submit, and obtain applicable permit applications. This project will be subject to the Scotland County and North Carolina Department of Environmental Quality (NCDEQ) Review Process. 7. Design Calculations - The Engineer will perform Engineering Calculations necessary to complete the Construction Plans and Technical Specifications for the project. 8. Utilities - The Engineer will perform necessary Surveying and research required to locate utilities that affect the Final Site Design and construction of the project and any that will require relocation. PROJECT DESCRIPTION Scotland County is soliciting a Statement of Qualification (SOQ) for Professional Engineering Services for a 18,000-SF Emergency Medical Services (EMS) Headquarters at the Scotland County Emergency Services Complex Located within the City of Laurinburg in Scotland County, North Carolina. The project will consist of Due Diligence Services, Site Design, and Permitting for a 18,000-SF Building at the Scotland County Emergency Services Complex in Laurinburg, NC. Scotland County reserves the right to accept one or more SOQ's and/or reject any or all SOQ received in response to this solicitation and to waive informalities and irregularities. Scotland County also reserves the right to terminate this solicitation and reissue a subsequent solicitation, and/or remedy technical errors in the solicitation process. Award will be made to the highest ranked Offeror deemed most advantageous to Scotland County. This Request for Qualifications (RFQ) may be canceled, in whole or in part, when it is in the best interests of Scotland County The method of Contractor Selection has not been Determined at this time.
