The Project includes the following Work: Project scope includes CRRUA North wastewater collection system improvements in Santa Teresa and Sunland Park, New Mexico including the CRRUA Lift Station #7 forcemain pipeline upsize from 6-inch to 10-inch, McNutt gravity collection system upsize from 8-inch or 10-inch pipelines to 18-inch or 24-inch pipelines and replacement of existing sewer manholes, Dagger Lift Station and forcemain pipeline removal and replacement, and South Lift Station and forcemain removal and replacement. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. This project is wholly or partially funded with United States Environmental Protection Agency funds, and therefore must comply with all federal requirements contained in the Supplemental Conditions. Neither the United States nor its department's agencies or employees is or will be party to this invitation for bids or any resulting contract. A Bid must be accompanied by Bid security made payable to Owner in an amount of 5% percent of Bidder's maximum Bid price (determined by adding the base bid and all alternates) and in the form of a Bid bond issued by a surety meeting the requirements of Paragraph 6.01 of the General Conditions. Such Bid bond will be issued in the form included in the Bidding Documents. All Bids will remain subject to acceptance for the period of time stated in the Bid Form, but Owner may, in its sole discretion, release any Bid and return the Bid security prior to the end of this period. Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner also reserves the right to waive all minor Bid informalities not involving price, time, or changes in the Work. Bidder agrees that the Work will be substantially complete within 410 calendar days after the date when the Contract Times commence to run as provided in Paragraph 4.01 of the General Conditions, and will be completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions within 440 calendar days after the date when the Contract Times commence to run.
