The purpose of this Request for Proposals is to seek new, innovative padded cell systems for the full replacement of the seventeen (17) padded cells within the Galveston County Adult Jail. Sixteen (16) cells are located in the suicide prevention pod and one cell is located in the booking/intake area. Proposals should include demolition/disposal of current system in seventeen (17) cells. Final disposition of demolition debris must be disposed of in a permitted landfill with load tickets provided to Galveston County to meet federal grant requirements. The County is open to a full assessment of padded cell systems that best serve inmates experiencing mental health crisis while also meeting the best standards for operation and maintenance and component replacement of damaged sections. The County is interested in a system that can withstand the excess wear and tare of the environment and create a long-lasting system that is easy to maintain. Galveston County received federal grant funds for this project and proposers will need to work side-by-side with County personnel to insure contract documents, invoice billing, construction and debris disposal and labor/wage rates meet federal regulations. In addition, the project is within a secured facility and all on-site/installation employees have to pass a background check. Galveston County is seeking padded cell products that meet or exceed the State of Texas General Jail Standards. To prevent biased evaluations and to preserve the competitiveness and integrity ofthe procurement process, Proposers are to direct all communications regarding this Request for Proposal only to the Galveston County Purchasing Agent, unless otherwise specifically noted.
