Natural Gas Distribution Infrastructure Safety and Modernization Gas Mains and Services Replacement Project Norwich Public Utilities (NPU) is soliciting quotes for the replacement of approximately 4.4 miles of natural gas mains and 245 associated gas services. There are three (3) general work areas included in the project: North Main Street (2.3 miles), McKinley Ave area (1.5 miles) and the Asylum Street area (0.6 miles). This project is 100% funded by the U.S. Department of Transportation, Pipeline and Hazardous Materials Safety Administration (PHMSA), through the FY2022 Natural Gas Distribution Infrastructure Safety and Modernization Grant Program. The project budget is $9,329,000. If the lowest qualified bid amount and/or actual project expenses exceed $9,329,000 the project scope will be amended accordingly by NPU. The Contractor will be responsible for providing all required labor, material, and equipment to complete all work listed and specified herein. This work includes, but is not limited to: traffic control, saw cutting/zipping, trenching and spoils disposal, installation of high density polyethylene (HDPE) natural gas piping ranging in size from 1" to 8", pressure testing, installation of services, header/meter/regulator installation, connecting to customer piping, relighting customer appliances, coordination with customers to arrange for service installations, backfilling, compacting, temporary pavement repairs, permanent pavement repairs, full width milling and overlay (2"), line striping, traffic loop installation, concrete sidewalk repairs, installation of concrete traffic protection bollards, and landscaping and lawn re-establishment. Contractor shall photograph and/or record video pre-construction field conditions that shows condition of roads, sidewalks, line stripings, etc. Contractor shall provide NPU copies of photographs/video prior to the start of work. The method of pipe installation will be traditional excavation. NPU does not allow moling, boring, or direction drilling except in very limited circumstances, with prior approval, to protect historic or unique features that traditional excavation methods would be unable to preserve. All new mains and services installed under this project will be HDPE and the method of pipe joining will be butt fusion or electrofusion. There will be no mechanical fittings allowed to be used, including stab fittings. NPU crews will perform purge ins and purge outs as well as all connections of newly installed gas mains to existing gas mains unless otherwise negotiated with the Contractor. The Contractor shall provide crews with Northeast Gas Association (NGA) Operator Qualifications in accordance with the required tasks listed in the specifications. The Contractor shall comply with all 49 CFR Parts 199 and 40 regarding Drug & Alcohol Testing for all Covered Employees performing Covered Functions. The Contractors shall include in their bid copies or thorough descriptions of its Health and Safety Policies and Procedures, Quality Assurance Quality Control Policies and Procedures, Pipeline Safety Management Practices, and Company Training Policies and Procedures.
