The Housing Authority of the City of Vancouver (VHA) is issuing this invitation to bid with the intention of awarding a contract for the purchase of general contractor services for work to be performed as outlined in this solicitation, in accordance with RCW 39.26. A Contract may be awarded to the lowest responsive, responsible bidder. The VHA reserves the right to amend and modify this competitive solicitation. Questions/Clarifications Due Date: September 12, 2024, at 5:00 PM (PT) Questions or concerns regarding this competitive solicitation must be direct to Procurement and submitted electronically through Public Purchase. SCOPE OF WORK The primary focus of the project is to upgrade the campus' appearance, replace aging infrastructure, and add new or upgrade existing site amenities. This work will, in part, continue earlier work completed in two prior phases and includes newly added scopes of work. The work will include: o Interior renovations to the Community Clubhouse. o Siding repairs, re-painting, and re-roofing of (25) of the apartment buildings, the clubhouse, and 10 of the existing garages. o Upgrades to existing attic ventilation in 25 apartment buildings and clubhouse. o Demolition of two (2) free-standing garages and the construction of two (2) mail pavilions. o Substantial repair and replacement of the site's drainage. o Removal and replacement of the parking lot. o Parking lot will remain in use during replacement. Plan for a minimum of 4 phases of removal and replacement. o Removal and replacement of 222 patio doors. o Construction of two (2) dog walk areas. o Expansion of the existing playground. o And other smaller scopes of work. Subcontractor eligibility and approval will be determined by the VHA. Bidders must be able to timely provide subcontractor alternates upon request.
