Project includes removing and replacing a seawall along with utility relocation including gravity sewer, force main and water services, road reconstruction, reef ball installation, median adjustment, sidewalk replacement and related improvements. Phase 8A represents the portion of the project from The Esplanade/Tarpon Center intersection and continuing along Tarpon Center for approximately 400 LF. The remainder of the project (Water Main Replacement Program Phase 8B) will be bid separately at a future date. This project includes abandonment and removal of existing Asbestos Cement (AC) pipe water mains. The Contractor shall furnish all permits, labor, material, services, insurance, tools, equipment, and notifications in accordance with EPA, OSHA, State Local, and all other applicable agencies to handle and remove asbestos material. Use of compressed air to clean pipe or crushing AC Pipe is prohibited. At no time shall AC Pipe or pieces of AC Pipe be mixed in with fill materials. All scrap AC material shall be delivered to a landfill permitted for disposal of non-friable asbestos containing materials. The Contractor shall furnish all labor, materials, equipment, tools, services and incidentals to complete all work required by these Specifications and as shown on the Drawings. The Contractor shall perform the work complete, in place and ready for continuous service, and shall include repairs, testing, permits, clean-up, replacements and restoration required as a result of damages caused during this construction. All materials, equipment, skills, tools and labor which is reasonably and properly inferable and necessary for the proper completion of the work in a substantial manner and in compliance with the requirements stated or implied by these Specifications or Drawings shall be furnished and installed by the Contractor without additional compensation, whether specifically indicated in the Contract Documents or not. The Contractor shall comply with all Municipal, County, State, Federal, and other codes which are applicable to the proposed construction work. This project is funded with Florida Department of Environmental Protection Resiliency Grant Funds and must comply with all terms of the grant agreement. All work must be complete by July 31, 2025, to comply with grant conditions. The City reserves the right to reject any or all bids/proposals in whole or in part, with or without cause, to waive any requirements, irregularities or technical defects therein, when it is deemed to be in the interest of the City. The final day that the City will accept questions will be September 13, 2024 by 1:00 p.m.
