The request for information deadline is noon Friday, September 6, 2024. The City of West Haven is seeking proposals from qualified and passionate contracting firms to undertake the replacement of the HVAC system for the redeveloped West Haven Animal Shelter located at 7 Collis Street in West Haven. This critical component of the shelter's infrastructure must provide a comfortable and healthy environment for the animals, staff and visitors. The HVAC system should be designed to maintain optimal temperature and humidity levels throughout the facility, ensuring the well-being of all animal residents. Given the unique requirements of an animal shelter, the system must address the diverse needs of different species, including specific areas for isolation, medical care, and general housing. The primary objective of the HVAC system redevelopment is to create a controlled and adaptable climate that supports the health and comfort of the animals. The system must be capable of maintaining consistent temperatures, providing adequate ventilation, and controlling humidity to prevent the spread of diseases and ensure a safe environment. Proposals should include advanced filtration systems to improve air quality and reduce allergens, odors and airborne contra contaminants. The design should also incorporate separate zoning capabilities to accommodate various areas within the shelter, such as quarantine zones, medical treatment rooms, and public spaces. In alignment with the City of West Haven's commitment to sustainability, the new HVAC system should prioritize energy efficiency and environmental responsibility. Proposals should outline the use of efficient equipment, including energy-saving heating and cooling technologies, as well as programmable controls to optimize energy use. The system should also have considerations for future scalability and adaptability, allowing for easy upgrades as technology evolves and the needs of the shelter change. The Scope of Work includes but is not limited to the following tasks: 1. Perform a detailed assessment of the existing HVAC system 2. Develop a comprehensive view of the components of the new HVAC system including equipment selections and layout plans. 3. Ensure compliance with local, state, and federal requirements and standards. 4. Safely remove and dispose of the existing HVAC equipment, ductwork and any other associated debris components. 5. Adhere to all environmental and safety regulations during the removal process. 6. Supply and install new HVAC equipment, including but not limited to furnaces, air handling units, condensing units, ductwork, and temperature devices. 7. Integrate energy-efficient technologies and ensure the system can achieve optimal performance. 8. Install a modern HVAC control system that allows for efficient management and monitoring of the HVAC system. 9. Ensure the control system is user-friendly and includes features such as remote access, energy monitoring, and automated scheduling. 10. Thoroughly clean and Install new ductwork as needed and guarantee proper sealing and installation. Clean and balance the air distribution system for even airflow and maximum indoor air quality. 11. Provide detailed documentation and training for maintenance staff on the operation of the new system. The development of the project as well as a schedule that includes milestones and deadlines will be required from all Respondents. Coordination will all relevant stakeholders to minimize disruption to the building operations. Interested firms should provide comprehensive proposals that detail their experience with similar HVAC projects, such as animal care facilities. The City is seeking a partner who can deliver an HVAC system to give comfort to the animal community which will be housed at the West Haven Animal Shelter. Respondents should include: Company information including name, address, phone number and contact person. Qualifications with a brief description of the company's experience with similar projects. A project plan that outlines the approach to be taken including a timeline for completion. Cost estimates such as a breakdown for each component of the project References from (3) three similar completed projects within the past (5) five years. Proof of Insurance and bonding as required by the City. Respondents will be evaluated based on the quality of and comprehensiveness of the proposed HVAC system, the experience and qualifications of the Respondent, the cost effectiveness and financial feasibility and previous references along with past performance of the work they have completed. All Respondents submitting a bid must possess an active business license issued by the State of Connecticut at the time of bid submission. The license must be valid and in good standing throughout the entire bidding process. The City reserves the right to require the awarded Respondent to provide a detailed pricing structure for maintenance and support services for the subsequent two years following the initial contract term. This pricing should encompass all necessary support activities, The Respondent must outline any anticipated costs associated with these services for budgetary transparency and facilitate long-term planning. It is the responsibility of the Respondent to maintain an active Connecticut business license for the duration of the contract period. In the event that the Respondent's license lapses at any time during the contract period, the City will provide a grace period of fourteen (14) calendar days for the Respondent to reinstate the license to active status. Failure to reinstate the license within the fourteen-day (14-day) grace period may result in termination of the contract at the discretion of the City. The City reserves the right to reject any and all proposals, to waive any irregularities or informalities in the proposal process, and to accept any proposal that it deems to be in the best interest of the City. This RFP does not obligate the City to award a contract or to pay any cost incurred in the preparation or submission of proposals.
